Salary: £48,738 to £54,229 per annum

The role is a key position where you will help shape the future of our people, supporting them to develop, grow and contribute to a culture of inclusion and continuous improvement. Working closely with senior leaders and managers, you will ensure our people development strategies align with our corporate plan and ambitions, and play a pivotal role in shaping a workforce that is agile, resilient and ready to meet future challenges.
Key Responsibilities
* Develop and implement a Council-wide L&D strategy aligned with corporate objectives and values
* Lead the design and delivery of learning initiatives that promote inclusion, innovation, and continuous improvement
* Oversee career development, succession planning, and talent management frameworks
* Deliver a structured programme of leadership and management development to build capability at all levels
* Lead the development of employee engagement plans that foster a positive and inclusive workplace culture
* Develop and maintain robust evaluation frameworks to measure the effectiveness and impact of L&D programmes
* Manage the L&D budget effectively, making data‑driven decisions to optimise resource allocation and impact
Qualifications
* CIPD qualification or equivalent, and proven experience in leading strategic L&D and engagement initiatives within a complex organisation
* Experience in managing budgets and evaluating programme effectiveness
* Team leadership and management experience
* Strong understanding of talent management, leadership development, and organisational culture
* Excellent communication, stakeholder engagement, and influencing skills
