Job Description
Cost Engineer – Central Belt (Energy & Natural Resources) at Turner & Townsend. Join our award‑winning Controls & Performance team in the North West during a period of significant growth. You will support senior cost engineers on projects of varying size and complexity, delivering accurate and timely project information and cost performance reporting.
Work office: Warrington client office 3 days per week.
Key Accountabilities
* Develop project cost control data structures to track and control actual costs
* Map and integrate cost estimates to the Work Breakdown Structure, setting the project budget against the correct Work Packages, Planning Packages and Control Accounts
* Establish and set the project control budget aligned with agreed baselines
* Track actual costs for internal and external expenditure against cost control structures
* Track and control project accruals and commitments against set budget constraints
* Adhere to NEC or FIDIC contract processes for management, control and reporting of cost data
* Build project forecast including estimate to complete (ETC) and estimate at completion (EAC)
* Accurately and timely report all project information including Earned Value Management
* Track project contingency and exposure associated with risk events and remaining risks on the project
* Track project change control to ensure alignment with agreed baselines and control data structures
* Track key project trends which can inform future change controls
* Support the change process by providing cost information for change notes and underpin forecasts
* Set out and implement cost capture requirements, ensuring appropriate Work Orders and purchase order structure with Work Orders, and monitor subcontract data for cost control
* Monitor contingency requirements and liaise with the Project Team regarding contingency management
* Quantify cost implications of emergent / additional project work and feed into relevant documentation where requested
Qualifications
* Professional Project Controls experience specialising in Cost Engineering/Control across the whole Project lifecycle; nuclear experience desirable but not required
* Excellent Excel skills and knowledge of cost management systems and corporate finance interfaces such as SAP and Oracle
* Experience working to cost engineering procedures and processes, defining project cost procedures and standards
* Will be able to obtain BPSS level security clearance
* Member of a relevant professional body (e.g., Association for Project Management, Project Management Institute)
* Familiar with different cost performance reporting and cost forecasting techniques
* Good verbal and written communication skills
* Good research and analytical skills
* Stakeholder management experience
* Experience working within a Project Controls team
* Desire to work within the nuclear sector
