Local government is going through the biggest changes the sector has seen in fifty years with the introduction of the English Devolution and Community Empowerment Bill. As part of the government's devolution priority programme, the Essex system will be preparing to implement local government reorganisation (LGR) over the next two and a half years. Working strategically and collaboratively across the region with colleagues from other districts and the county council will be essential. During this time, we will also need to deliver high‑quality services to our residents and communities as business as usual needs to continue. This is therefore an exciting time to join the Senior Management Team here at Maldon District Council. This permanent full‑time role is pivotal to providing expert legal guidance across all areas of local government law, ensuring robust governance and supporting the delivery of the Council's corporate priorities.
Responsibilities
* Work collaboratively with the Director of Legal and Governance and other stakeholders to support strong governance and compliance across the authority.
* Provide clear, pragmatic legal advice to elected members, senior officers, and committees.
* Lead and manage the Legal Services team, fostering a culture of excellence and continuous improvement.
* Ensure compliance with statutory obligations, governance frameworks, and the Council's Constitution.
* Act as Deputy Monitoring Officer, supporting ethical standards and member conduct.
* Manage a varied caseload including complex legal matters such as contracts, property, planning, employment, litigation and regulatory services.
* Drive innovation in service delivery, including digital transformation and efficiency improvements.
* Contribute and support the effective transition of legal services through Local Government Reorganisation.
Qualifications and Experience
* A qualified Solicitor, Barrister or Legal Executive with a current practising certificate and/or extensive work experience in a specialist field relevant to the post.
* In‑depth knowledge of local government law and governance frameworks; strong understanding of statutory responsibilities including Monitoring Officer duties.
* Knowledge of legal areas relevant to district councils, including Planning Law, Enforcement, Contract Law, Land Law, Data Protection and Information Governance.
* Strong leadership and people‑management skills, with the ability to inspire and motivate teams.
* A high level of political awareness and the ability to operate effectively within a political environment.
* Strong analytical and problem‑solving skills.
