Job Description
CHC project is a joint venture (JV) carrying out the maintenance and response services in relation to the Strategic Road Network in National Highways Area 14 network. This contract is for the provision of cyclic maintenance, reactive maintenance, incident response and severe weather response.
As a works supervisor you will provide line management and supervision to a team of highway team leaders, operatives and have a maximum of 4 direct reports at any given time. You will oversee a team of up to 14 people across various shift patterns to assure the delivery of all required services of highway maintenance across the Area 14 Network under the National Highways Maintenance & Response Contract.
You will be responsible for planning, preparation and organisation of the timely and quality delivery of construction and maintenance activities across the Area 14 network, safely and to budget. You will also manage your allocated team and associated performance, development and people administration activities (as outlined below).
As a works manager you will also address issues or queries from members of the public whilst delivering services and support the wider CHC team in recording works undertaken, any changes or disruption encountered. You may also be asked to support client engagement for allocated works.
This role will require shift working, antisocial hours and some on‑call commitments as part of a standard working pattern.
Responsibilities
* Effectively manage works.
* Manage the delivery of bank of works orders and cyclical tasks to agreed safe working protocols and procedures, delivery programme or timescales.
* Programme, allocate, manage and record staffing, plant and material resources effectively on a daily basis to achieve the allocated works.
* Ensure agreed records are kept and physical measurements are undertaken (at interim and upon completion) to support payment for works and provide robust evidence of work completed.
* Ensure plant and equipment are maintained, checked and operated in compliance with safe working protocols, legislative requirements and fully utilised.
* Ensure compliance with the CHC Integrated Management System for day‑to‑day operational activities.
* Maintain a common daily diary, log actions and ensure an appropriate hand‑over occurs between shifts.
* Report all health and safety incidents involving CHC and supply chain staff to the Operations Team Managers.
* Communicate changes to work procedures and information effectively to the workforce via notice boards, team briefings, etc.
* Liaise with supply chain partners and emergency services to handle issues on the network.
* Conduct regular depot inspections and take responsibility for arising actions.
* Ensure vehicle and depot security and maintenance, liaising with the Works Manager and Plant & Transport Manager as required.
* Support the Operations Manager to ensure rosters provide 24/7 network coverage and emergency response while observing working hour limits.
* Provide management of teams and individuals; supervise operational staff, conduct competency assessments, monitor performance, manage sickness absence, identify training needs and conduct new staff inductions.
* Hold supervisory responsibility for health and safety of the workforce, conduct toolbox talks and communicate relevant health and safety policies, changes and alerts.
* Check and authorise timesheet submissions, ensuring correct coding and monitoring hours worked in line with fatigue management plans.
* Share records, information and measures with commercial and management teams.
* Engage with the wider team to drive innovation and deliver safety or environmental improvements.
Qualifications
* Essential Skills: Educated to at least GCSE (O‑Level); SMSTS; CSCS card.
* Desirable Skills: Class 2 HGV license; first aid at work.
* Essential Competencies/Attributes: Team player, good communication skills, confident speaking to the public and wider team, ability to work night, weekends and unsociable hours, on‑call requirement.
* Desirable Competencies/Attributes: Familiarity with the Confirm system and electronic works management systems.
* Essential Experience: Experience managing a team of operatives (line management, leave, sickness, performance management), planning, allocating and supervising tasks, managing plant and equipment resources, identifying and implementing safe method changes.
* Desirable Experience: Working on a high speed road network, skills or experience of undertaking minor works, landscaping works and maintenance activities.
* Ability to motivate teams and drive continuous improvement while maintaining safety.
