About the role
We are seeking an experienced and highly motivated Head of Digital Delivery to lead the delivery of a complex, high‑value portfolio of digital programmes and projects critical to the Council’s strategic priorities. This senior leadership role has accountability for the successful delivery of technology‑enabled change across the organisation and involves leading multidisciplinary delivery teams, overseeing significant capital and revenue investment, and working closely with senior stakeholders to ensure projects deliver clear outcomes, value for money and measurable benefits.
What you’ll be doing
* Lead and be accountable for the delivery of the Council’s approved digital portfolio, ensuring projects and programmes are delivered to agreed time, cost and quality.
* Provide strategic oversight and assurance across portfolio delivery, acting as the primary escalation point for risks, issues and interdependencies.
* Manage and optimise significant capital and revenue budgets, ensuring robust financial control, forecasting and transparency.
* Lead, manage and develop a pool of Project Managers and matrix‑manage subject matter experts across the delivery lifecycle.
* Work collaboratively with service areas, senior leaders and third‑party partners to translate business priorities into effective technology solutions.
* Ensure all delivery activity complies with organisational frameworks for governance, information management, assurance and change.
* Prepare clear, concise and authoritative performance reporting for senior leadership and Executive Management Team, supporting informed decision‑making.
* Drive continuous improvement in delivery performance, including identifying opportunities for automation, improved tooling and more efficient operating models.
* Contribute to the wider leadership of Digital Services, including deputising for the Head of Project Delivery and Governance when required.
What we’re looking for
* Substantial experience leading and delivering complex portfolios of programmes and projects in a large, multi‑layered organisation.
* Strong commercial and financial management capability, including oversight of significant budgets and supplier relationships.
* Proven experience of leading senior managers and high‑performing delivery teams.
* The ability to engage, influence and challenge senior stakeholders with clarity and credibility.
* A strong background in digital, data or technology‑enabled delivery, with experience across both waterfall and agile environments.
* Excellent communication skills, with the ability to absorb and communicate complex technical, business and financial information effectively.
* Professional qualifications in programme or project management (e.g. PRINCE2, MSP, APM) and experience of benefits realisation and change leadership are highly desirable.
