Given these ambitious plans, we are looking for someone with a strong understanding of insurance and risk management within a local authority environment to provide professional advice, guidance and financial governance on all aspects of Insurance to the Council and external bodies. Key to the role is providing an efficient and effective insurance claim handling service, contributing towards the development and operation of the Council’s insurance programme. Applications from candidates from a private sector background are encouraged but applicants will need to be able to demonstrate a reasonable understanding of Local Authority insurance policy & procedures and any potential differences.
The key duties and responsibilities of the role include the following:
The provision of general and contractual advice to the Council, external bodies and the public relating to all insurance related matters, including coverage and claims.
To investigate and handle, from inception through to settlement, a portfolio of different classes of insurance claims on behalf of the Council and external bodies in accordance with current legislation and with minimal reference to team management.
Making decisions on the settlement of claims with minimal reference to the Insurance Manager.
To provide instructions on liability, quantum and tactics to External Insurers as appropriate.
To control litigated claims, including briefing witnesses, attending court, liaising with and instructing to solicitors and legal counsel.
Dealing face to face with members of the public, attending site visits and settlement meetings as required.
The production of management reports in respect of insurance claims and risk management matters, including claims statistics and trends as required.
Assist the Head of Finance & Investments and Insurance Manager with the renewal process with Insurers and Brokers, supporting the arrangement of suitable and sufficient insurance cover for the Council’s assets, services and liabilities.
Process insurance payments, invoices and income in the corporate finance system.
Assist the Head of Finance & Investments and Insurance Manager in the budgeting and accounting for Insurance recharges.
