Job Purpose
To assist the Strategic Head of Property Services in delivering a professional, efficient and cost-effective property management and property records function.
The role ensures the best use of Council land and property assets in line with professional standards, statutory requirements and corporate priorities.
Key Responsibilities
Estates & Property Management
Manage a caseload of landlord and tenant matters.
Address backlog of rent reviews and lease renewals.
Oversee invoicing of rents and service charges.
Manage tenant queries, assignments, subletting applications and general estate matters.
Support payment of rents on behalf of the Council where required.
Service Delivery & Stakeholder Engagement
Provide a responsive and high-quality property management service.
Liaise with tenants, landlords, consultants, contractors and partner organisations.
Negotiate rental payments and resolve disputes where necessary.
Deliver customer-focused solutions aligned with service standards.
Records & Compliance
Maintain accurate property records and databases.
Ensure compliance with legislation, professional standards and Council policies.
Analyse data to identify risks and opportunities.
Research market trends and provide valuation and investment insight.
Corporate & Strategic Support
Assist with acquisitions, disposals and regeneration schemes.
Provide property advice for corporate projects and accommodation strategies.
Liaise with Legal and Finance teams regarding valuations, leases and financial matters.
Support strategic asset management initiatives.
Knowledge, Skills & Experience
Essential
Proven experience in property/estates management.
Strong landlord and tenant management experience.
Experience in rent reviews, lease renewals and rental income management.
Ability to negotiate effectively with tenants and stakeholders.
Good understanding of property legislation and regulatory frameworks.
Experience managing property budgets, income and service charges.
Strong planning and organisational skills.
Ability to research building history and assess property integrity.
Market analysis skills (valuation and investment advice).
Proficiency in Microsoft Word and Excel.
Knowledge of property databases.
Excellent communication and interpersonal skills.
Desirable
Experience working within a public sector/local authority environment.
Educated to A-Level standard (or equivalent experience).
Professional qualification such as Royal Institution of Chartered Surveyors (RICS) membership or similar.
