About the role: This role will support the Corporate Director and Assistant Director with the delivery of an expert professional internal audit and anti-fraud service and will deputise when required. Their main responsibilities will look to lead, plan, develop and operationally manage a professional internal audit and anti-fraud service to the Council, ensuring the efficient and effective, delivery of a quality service that complies with relevant legislation, regulations and best practice. As part of this role, you will develop and foster excellent working relationships with senior officer and colleagues across the Council, and between the internal audit and corporate anti-fraud teams. >> Click here to download the Role Profile Key Responsibilities: Manage highly complex / high risk issues within a framework of policy and regulatory guidelines. Objectives and targets are developed and agreed in line with service plan. High level of discretion and use of initiative in deciding what course of action to take. Exercise expert judgement in assessing complex stakeholder requirements, potential risk and managing quality assurance of service. Significant expert knowledge and significant experience is required to resolve highly complex issues and proactively anticipate and mitigate problems. Design and develop innovative solutions which enhance the quality and efficiency of services and reputation of the council. Occasionally the post will be expected to work from other locations, including at different Council sites and those of other councils, including under shared services and partner organisations as required in order to complete the accountabilities set out above. Deputise for the Corporate Director and/or Assistant Director when required and represent the service at meetings both within and outside the Authority. Qualifications and Requirements: To be considered for this position, you should meet the following requirements: Educated to degree standard with relevant business, finance, law or management degree or HND or equivalent. Or hold a relevant professional finance qualification – CCAB Accountant and/or CMIIA and/or CIA / QIAL, or AAT or IIA Certificate in Internal Audit and Business Risk or equivalent demonstrable experience. Hold a relevant professionally recognised counter fraud qualification: Accredited Counter Fraud Specialist for Managers, the Advanced Professional Certificate in Investigative Practice. the DWP Local Authority Fraud Manager PinS Foundation qualification or the CIPFA Certificate of Investigative Practice. (Desirable) National Crime Agency’s Senior Authorising Officer accreditation. Substantial experience of recruiting professional staff and managing a team to deliver a quality professional service to customers, ideally in a public sector organisation. Proven and substantial experience of dealing with performance, sickness, conduct and disciplinary amongst staff in a professional service area. Ability to identify development / training needs of individuals to meet the needs of the service and individual potential. Ability to manage change, plan strategically, and apply strong analytical skills and lateral thinking to develop creative and innovative service solutions. Proven ability to be reactive, use initiative, and to make quick but reasoned decisions to deal with situations as they arise. Experience of managing conflicting priorities in a pressurised environment subject to frequent changing circumstances and external influences. Substantial experience of working with senior managers, members and other key stakeholders, for example, external audit, contractors and external partners. The ability to operate at all levels of client management and demonstrate authority and credibility to build relationships, influence and engage successfully with colleagues, partners and clients at all levels in complex or politically sensitive situations.
