NHS Highland is seeking to recruit a Strategic Procurement Officer to work as part of a team providing an effective and efficient supplies service to NHS Highland and specifically purchasing a range of goods and services which support the provision of healthcare. The role will support all aspects of procurement activity including, strategy development, tendering, contract implementation and supplier management, in a manner compliant with the legislative framework governing public procurement. The overall purpose of this role is to ensure value for money in relation to the purchase of supplies across NHS Highland. To achieve this, the post holder will need to lead and direct stakeholder teams and Procurement staff in achieving standardisation and rationalisation of supplies, support steering groups through change projects and look to the future to support the organisation with its Procurement needs.. The post holder will work in conjunction with Finance and the wider Procurement team to provide best value for money including cash releasing initiatives to increase cost savings in relation to the purchase of a wide range of supplies, services and works. The post holder will encourage local stakeholder engagement and influence all aspects of the procurement process, developing and maintaining effective and advantageous customer and supplier relationships. They will be required to lead negotiations with manufacturers and service providers, to obtain best value for NHS Highland. This role will involve working with colleagues across NHS Highland, providing Procurement and technical support. A degree or professional clinical qualification is essential, with a minimum of 5 years post-graduation experience, with 3 years at Band 6/7 equivalent. Candidates need to have excellent communication and interpersonal skills along with proven experience of technical public sector procurement. You should be comfortable influencing change outwith your span of control to support delivery of financial savings for the wider organisation. There is a high degree of autonomy in the role, and you will need to demonstrate resilience in relation to the challenges of the role, including managing expectations from the departments who we interact with.
