Role Overview We are seeking an experienced Pre-Construction Manager with a strong procurement and commercial bias to join a Tier 1 contractor delivering a major civil engineering and flood defence infrastructure scheme in the South West. This is a senior, influential role within the pre-construction team, focused on procurement strategy, early supply chain engagement and package development, playing a key part in shaping the successful delivery of a nationally significant infrastructure project. The role offers excellent exposure to complex heavy civils works, and a high level of autonomy within a well-established delivery team. Key Responsibilities * Lead and manage the procurement strategy through pre-construction and early delivery phases * Develop and structure work packages across civils, marine, RC, temporary works, M&E and specialist subcontract scopes * Drive early contractor and supply chain engagement (ECI) * Prepare and issue tender documentation, scope of works and procurement schedules * Manage tender processes including technical and commercial evaluation * Lead negotiations and support appointment of key subcontractors and suppliers * Work closely with estimating, planning and engineering teams to ensure cost certainty, buildability and programme alignment * Provide procurement input into design development, value engineering and construction methodology * Support development o...
