Overview
The Health and Safety Executive (HSE) is Britain's national regulator for workplace health and safety. We are dedicated to protecting people and places and helping everyone lead safer and healthier lives.
The Change Team sits within our Operational Services Division (OSD) and is comprised of three key pillars: (i) Transformation Office ("TO"); (ii) Programme & Project Management ("PPM"); (iii) Business Design & Change ("BD&C"). The BD&C and PPM pillars contain professionals who are deployed to projects and programmes within HSE. Each pillar is led by a Band 1 Head of Change, with supporting Band 2 Practice Leads.
Key Responsibilities
* Lead practice management and development activities for the unit, supporting day‑to‑day running of the pillar and providing expert practitioner knowledge, skills and experience to support strategy development and continuous improvement.
* Line‑manage practitioners, ensuring the team is effectively supported, developed and performance‑managed to deliver the overarching capability needs of the organisation.
* Work directly to the Head of Change, collaborating closely with peers in other pillars, Deputy Practice Leads and the multi‑disciplinary teams across the Change Team and beyond.
Working Pattern & Travel
Part‑time working hours are available for this role. We can accept part‑time applicants who can commit to working a minimum of 30 hours per week. Travel to other HSE offices will be required depending on the needs of the business and projects, which may include overnight stays.
Leadership & Management
* Work alongside the Band 1 Head of Change in the effective functional leadership and day‑to‑day running of the practice pillar, promoting and articulating the vision to the team and ensuring appropriate objectives are defined.
* Contribute to the development of integrated continuous improvement (CI) plans within the pillar and across the Change Team, obtaining approvals and overseeing execution.
* Analyse and interpret the pillar's performance data, translating findings into addressing performance challenges through direct mentoring & coaching.
* Support the definition and implementation of resource strategies for the portfolio, ensuring capacity and capability needs are met.
* Drive engagement between projects and the practice team to improve processes, ways of working and benefits realisation, supporting delivery through application of standards and frameworks.
* Direct line management between five and ten others, including peers, junior members, and contingent labour resources.
* Provide practice pillar feedback, metrics and professional support to the Transformation Office to facilitate performance management of the Change Team.

Security & Background Checks
Successful candidates must undergo a criminal record check. People working with government assets must complete baseline personnel security standard checks.
