We’re looking for an Enterprise Risk Manager to reinforce the team in Europe!
Role Responsibility
The Enterprise Risk Manager Europe, is responsible to the Chief Legal Officer, Serco Europe for leading the implementation and delivery of Serco’s defined enterprise risk management (ERM) approach including robust risk management, assurance, and business continuity frameworks across the Europe Business Unit and Sectors.
As Enterprise Risk Manager your responsibilities :
Risk Management
1. Proactively provide the Europe Senior Leadership Team (SLT) with professional risk management advice, in support of the UK&E Divisional Strategy and Serco risk management standards.
2. Ensure that the Europe BU complies with risk policy, risk management framework, standards, procedures, and key controls.
3. Coordinate, drive and manage the BU risk register and associated actions. Including annual validation of the BU risks, monthly review of BU material risks and of emerging risks from Contract risk registers, and periodic review of BU risks with their respective SLT sponsors and SME owners.
4. Support the Sector leadership teams and contract directors through providing local Contract Management Teams and Risk Champions with coaching and guidance on risk management best practice, ensuring that all material risks are identified and analysed within Contract risk registers and that appropriate controls and mitigating actions are managed and monitored.
5. Support the BU to assess risks in a consistent manner in line with Serco risk management standards.
6. Highlight any risk management learning or capability gaps within the Contract Management Teams, Risk Champions and ELT to the Head of ERM, UK&E and/or Risk Manager, UK&E to enable training provision.
7. Drive action-focused risk reporting through the monthly DPR and BUPR process.
8. Respond to any change in Divisional Risks by assessing the impact of that change within the BU risks.
9. Escalate any risk management concerns or emerging risks to Chief Legal Officer, Europe MD, sector MDs and Head of ERM, UK&E.
Business Continuity
10. Proactively provide the ELT with professional business continuity and major incident advice, in support of the UK&E Divisional Strategy and Serco business continuity standards.
11. Ensure that the BU and Sectors comply with business continuity policy, framework, standards, procedures, and key controls.
12. Support the Sector leadership teams through providing Contract Management Teams and Business Continuity Champions with coaching and guidance on business continuity best practice, ensuring that all Contracts and Functions have completed a Business Impact Analysis (BIA) and Business Continuity Plan (BCP) in line with the UK&E templates, and that the documents remain current and reviewed at least annually.
13. Support the Sector leadership teams in ensuring that the Contracts and Functions within the BU to validate their BCPs on an annual basis through a formal exercise, with lessons learned and actions captured and tracked to completion.
14. Alongside the Sector leads, support the Contracts and Functions within the BU with any BC incidents, including de-brief of incident and lessons learnt activity.
15. Coordinate, drive and manage the BU ELT approach to Major Incident Response, ensuring a Major Incident Management Plan is in place, with all members of ELT trained in the response outlined within the plan. Ensuring that the Plan is reviewed and exercised at least annually, and that it provides tactical support to the Contracts and escalation to Divisional Crisis Management as appropriate.
16. Highlight any business continuity or incident management learning or capability gaps within the Contract Management Teams, Business Continuity Champions and ELT to the Head of Business Continuity, UK&E to enable training provision.
17. Escalate any risk management concerns or emerging risks to Chief Legal Officer, Europe MD, sector MDs and Head of ERM, UK&E.
Assurance
18. Proactively provide the ELT with professional assurance advice, in support of the UK&E Divisional Compliance Assurance Plan (CAP).
19. Lead Assurance in the Business Unit and support the ERM journey by achieving appropriate consensus throughout the BU and its leadership for the development and implementation of the CAP to support management of material risks.
20. Support the measurement of Key Performance Indicators for Assurance across the BU, in order to challenge and hold the business to them, including through the monthly DPR and BUPR reporting process.
21. Support the delivery of the risk-based CAP and implementation of key risk mitigating controls across the BU in support of the Bi-annual divisional Compliance Statement.
22. Support the process of Assurance reporting - timely & accurate with value-add analysis of themes, findings, actions, and good practice to enable informed business decisions/change and sustainable fixes across the BU.
23. Coordinate the annual Risk & Controls Self-Assessment exercise across BU, including chasing responses to the survey and following up with Contracts around any resulting gaps/action plans.
24. Act as the first point of contact for the BU in progressing open/overdue actions and liaison with Subject Matter Experts for additional support and prompt closure/escalation of overdue actions.
25. Engage and collaborate with other assurance providers and relevant functions (Group Internal Audit, Risk, Investigations, Legal, Financial Assurance, Ethics Compliance etc) in order that any issues and emerging themes and findings are appropriately responded to.

Successful Candidate
Essential technical and professional skills, knowledge and qualifications:
26. Professional qualifications: Certificate or Diploma from IRM
27. Professional qualifications desirable: ISO31000 - Risk Management, ISO22301 - Security & Resilience, Wirtschaftsprüfer
28. Professional membership of associated bodies (IRM, IIA, BCI, FERMA, Wirtschaftsprüferkammer)
29. Ability to understand commercial contracts and identify contractual and commercial risks
30. Strong working knowledge of risk management, assurance, and business continuity.
31. Highly developed creative skills to resolve complex problems and/or identify alternatives where established procedures may not exist.
32. Proven exceptional learning agility with a keen desire to support the learning of others.
33. Ability to demonstrate decisiveness and sound judgement in a consistent basis.

45. Language capabilities required: fluent in English and German. French desirable but not essential.
