We have an exciting opportunity for a proactive, motivated individual looking for a challenging role in a busy and fast paced enviroment within the revenues and benefits service. You will part of a team to ensure the correct billing of business rates for the businesses of Norwich

Job Description

To be responsible for providing an efficient and effective customer service to the public.

To administer and collect Business Rates and BID levy.

To ensure changes to hereditaments are reported to the Valuation Office Agency (VOA) and updates received from the VOA are actioned.

Responsibilities

You will determine liability for Business Rates and BID levy, and applications for grants, reliefs and exemptions in accordance with government legislation and local policies and procedures.

To develop a comprehensive knowledge of Business Rates legislation and case law to enable the handling of complex queries and to provide advice and guidance to businesses, rating agents and internal council services on Business Rates issues in accordance with government legislation and local policies and procedures.

You will be required to negotiate payments and make appropriate arrangements with Business Rate payers and take appropriate action to secure large debts that can run into many thousands of pounds.

You will manage your workload and prioritise casework to meet customers’ needs, service priorities and targets.

You will work with customers, internal and external partners and the Valuation Office Agency using all available media including secure transfer of data, telephone, face to face contact, email/ letter, etc.

Maintain computerised records for Business Rates liability, debt recovery and customer contact.

You will review and respond to customer appeals, reviews and complaints in accordance with policies.

You will contribute to team working, problem solving, decision making and improvement to service delivery.

You will participate in the annual billing processes including systems testing.

You will be responsible for the prevention and/or identification of Business Rates fraud.

Ensure that personal learning and development is kept up to date through attendance of relevant courses, in house training, and maintaining up to date knowledge of regulations.

Skills Required

Experience of revenues legislation or the ability to assimilate the core skills

Experience in a customer service environment

Experience of debt management techniques

Experience in administration within an office environment

Experience in working with a diverse range of people of differing status

Experience of undergoing and supporting organisational change

Knowledge of Local Government Finance Act 1988 and Local Government Finance Act 1992 and subsequent amendments to administer the billing and collection of non-domestic rates

Knowledge of the GDPR 2018

Knowledge of BID levy regulations and agreement

Awareness of Health and Safety requirements, procedures and issues

An understanding of performance management expectations

Excellent numeracy and literacy skills

Excellent administrative and investigative skills

Ability to deliver a high standard of customer service

Ability to analyse information and make appropriate decisions applying regulations, guidelines and judgement

Excellent team player and able to work independently in a positive and constructive manner

Educational Requirements

English and Math GCSE grade C or above

or

Proven literacy and numeracy skills

or

IRRV/Customer Service NVQ level 2 or equivalent

* Paid holiday entitlement starts at 26 days per annum and increases with length of service to a maximum of 33 days per annum. This is pro rata for part-time employees
