About the Role
The Senior Change Manager will play a key role in driving and delivering strategic change activity across Bolton Council, including the development and implementation of our Future Council (Target Operating) Model and Transformation Strategy.
Responsibilities
* Lead and manage specific change priorities in partnership with senior change managers, a Career Grade Change Manager and a Transformation Business Analyst.
* Apply transformation principles and modernisation practices—analysis, process mapping, co‑design, and engagement—to individual services with the customer at the centre.
* Deliver complex change projects and programmes using a systems‑thinking approach, demonstrating improved outcomes supported by evidence.
* Collaborate with colleagues, partners, elected members and senior managers across all levels.
* Contribute to the service redesign in early 2026, helping align capacity to priorities and demand, and influencing future opportunities.
Qualifications & Experience
* Significant experience delivering and managing change projects and programmes in the public sector.
* Ability to manage multiple, fast‑paced and complex pieces of work simultaneously.
* Strong evidence base for outcomes and a systems‑thinking approach.
* Strong leadership, influencing and stakeholder‑engagement skills.
* Excellent written and spoken English; role requires a specified level of spoken English for customer interaction.
* Experience working with elected members and senior managers is desirable.
