Estates & Facilities Governance & Assurance Officer (Band 7, £49,387 - £56,515 per annum) – Pride House, 37.5 hours per week.
This role reports to the Compliance, Contracts and Assurance Manager and focuses on strengthening governance, compliance and performance across the Estates & Facilities (E&F) directorate. Key functions include developing SOPs, policies, governance frameworks, coordinating internal and external audits, inspections and regulatory reviews, and managing statutory NHS returns such as PAM and ERIC. The role also standardises estates data systems, produces performance dashboards, and acts as the primary link between estates, clinical and corporate stakeholders on governance and compliance matters.
Responsibilities
* Lead the development and continual improvement of Standard Operating Procedures, policies and governance frameworks.
* Coordinate internal and external audits, inspections and regulatory reviews (fire, water, asbestos, electrical, gas, lifts).
* Own and coordinate key statutory NHS returns such as PAM and ERIC, ensuring robust data collection, validation and reporting to senior management, Trust committees and NHS England.
* Develop and standardise estates data systems (including CAFM), oversee data quality and assurance sampling, and produce high‑quality performance dashboards, governance papers and assurance reports.
* Maintain and develop E&F risk registers, drive closure of high‑risk actions and support risk management.
* Act as the primary link between estates, clinical and corporate stakeholders on governance and compliance matters.
* Support effective committee administration, performance reporting and departmental coordination.
* Support stakeholder engagement, training, leadership, financial and physical resources, policy/service development, continuous improvement, research, benchmarking and communication.
Person Specification
* Essential qualifications: Degree or equivalent specialist knowledge and in‑depth experience in estates/facilities management, engineering, health & safety, risk management, governance or a related discipline.
* Desirable qualifications: Membership of a relevant professional body (e.g., CIOB, RICS, BIFM, CIPS, IHEEM).
* Essential knowledge: In‑depth knowledge of NHS or similar organisation estates standards, health and safety legislation (including fire safety legislation), HTM requirements and statutory compliance obligations.
* Desirable knowledge: Knowledge of ISO standards, environmental sustainability practices and energy management in healthcare settings.
* Essential skills: Excellent written and verbal communication skills; ability to produce concise, professional reports, committee papers and presentations for senior stakeholders.
* Desirable skills: Experience of leading cross‑functional teams and managing diverse stakeholder groups, including patient safety and clinical staff.
