BAM FM is recruiting an Operations Manager to join our facilities management division. This is a pivotal role in ensuring the successful delivery of BAM’s PFI contracts. It offers a rewarding opportunity for an experienced and values-driven operations leader to make a tangible impact across complex, long-term partnerships. This role can be based anywhere from the Midlands and the South of England. Trvel will be required across the region for this position.
The Operations Manager (PFI) is a key leadership role within the Facilities Management division, responsible for overseeing the delivery of high-quality, compliant services across a designated regional portfolio of PFI contracts. Reporting to the Head of Operations, this role ensures operational efficiency, commercial performance, lifecycle delivery, and continuous improvement while fostering a culture of compliance, safety, and client satisfaction.
Your mission
Working closely with the Head of Operations, the Operations Manager will drive best practices, ensure strict adherence to PFI contractual obligations, and support the strategic objectives of the business. The role also requires strong collaboration with internal teams including People, Finance, Technical Assurance, FM Systems, and FM Support Services to ensure alignment with BAM’s operational and business goals.
Key Responsibilities
Operational Management & Performance:
• Oversee the day-to-day management of a regional portfolio of PFI contracts, ensuring efficient service delivery and compliance with contract-specific performance standards.
• Ensure that all KPIs, SLAs, and PFI output specifications are consistently met or exceeded.
• Lead the effective delivery of hard and soft FM services, ensuring integration with lifecycle and variation works where applicable.
• Work collaboratively with internal functions to ensure joined-up contract delivery and timely resolution of issues.
Financial, Commercial & Lifecycle Management:
• Manage regional PFI contract budgets, including lifecycle and variations, ensuring financial performance and cost control.
• Monitor contract performance against financial targets and implement corrective actions where necessary.
• Support lifecycle planning and forecasting, ensuring alignment with contractual obligations and asset strategies.
• Identify and deliver cost efficiencies and value-for-money opportunities without compromising compliance.
Client & Stakeholder Engagement:
• Act as the key point of contact for PFI clients, SPVs (Special Purpose Vehicles), and other stakeholders, maintaining strong working relationships and contract satisfaction.
• Support contract retention, renegotiation, and growth opportunities through proactive engagement and performance delivery.
• Represent BAM professionally in liaison with client boards, technical advisers, and partner organisations.
Safety & Compliance:
• Ensure full compliance with all statutory and contractual health, safety, and environmental requirements.
• Promote and enforce a strong safety culture aligned with BAM’s ‘Everybody, Safe & Well, Everyday’ vision.
• Proactively promote BAM’s Life Saving Rules and core values as a visible operational leader, role-modelling safe behaviours and a values-led culture.
• Oversee risk management processes, audits, and assurance reporting to ensure all activities remain compliant and controlled.
People Leadership & Development:
• Lead, coach, and develop a team of Contract Managers and Facilities Managers to ensure strong leadership at all levels.
• Foster a high-performing, collaborative and customer-focused culture.
• Support succession planning, talent development, and engagement initiatives in line with BAM’s People Strategy.
Continuous Improvement & Best Practice:
• Drive a culture of continuous improvement, knowledge sharing, and operational standardisation across contracts.
• Support the rollout of digital tools, innovation, and sustainability initiatives.
• Identify and embed lessons learned and good practices from across the business and wider industry.
Who are we looking for?
• Proven experience in an operational leadership role within Facilities Management, ideally within PFI or long-term contract environments.
• Experience managing complex contractual obligations, lifecycle delivery, and performance management frameworks.
• Strong commercial and financial acumen, including managing budgets, lifecycle funds, and variation works.
• Excellent stakeholder engagement skills, particularly in client-facing roles or with public-private partnership boards.
• Strong working knowledge of statutory compliance, health & safety legislation, and risk management.
• Ability to lead high-performing teams and embed a culture of accountability, improvement, and excellence.
• Experience in PFI contracts is desirable.
