Job Description

We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to support risk mitigation, issue resolution, and barrier removal, ensuring alignment with the business case and value for money.
We seek a candidate with a strong track record in managing complex financial information, collaborating with stakeholders, and driving value for money and ongoing investment.
Key Tasks include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives, owning the change control process.
* Supporting the Programme Manager to assure changes to Time, Cost, and Quality of work-packages, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular financial and programme reporting across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring adherence to governance and assurance requirements.
* Supporting ongoing business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation across E&B, setting strategic direction for digital services that transform environmental regulation.
You will work with a multidisciplinary team, including Defra shared services and third-party suppliers, to deliver user-centered online services and digital platforms that are efficient, simple, and fast.
Experience/Skills Required
Beneficial but not essential experience includes:
* Experience working in a fast-paced, dynamic programme
* Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.)
* Experience managing complex financial information
* Understanding of financial, business planning, and budgetary processes (charge funding, CDEL, RDEL, re-charges)
* Purchase order raising experience
* Experience with business cases, approvals, assurance routes, and change control processes
* Experience in digital programmes (helpful but not essential)
* Knowledge of governance around spend control and assurance processes
* Proven ability to lead, engage stakeholders, and drive innovation

You’ll have an incident management development plan, with support and training provided. The role is flexible in location, with some travel and overnight stays possibly required.
