ECare Development Manager

Hours: 37.5 hrs per week, all MKUH roles may be considered for flexible working

The IT Department at Milton Keynes University Hospital NHS Foundation Trust is a dynamic, ever-developing, forward-thinking group of people that make up a team that strives to keep the Trust's systems up to date and responsive to cutting edge technologies, whilst ensuring staff at the Trust are supported to continue to deliver at the highest level.

We currently have an opening for an eCARE (EPR) Development Manager, focusing on the development of the Trust's Electronic Patient Record (EPR) system called eCARE (Oracle Cerner Millennium).

The successful post holder will have experience working in a healthcare environment, including the support of staff and the development of Oracle Cerner solutions; they will be at the level of an Oracle Cerner "Integration Architect" or have equivalent experience.

Main duties of the job

The aim of this role is to define and manage the technical framework used by the eCARE and Back Office teams on an on-going basis. Responsible for the provision of expert level IT and eCARE technical and development services to the Trust.

Specify, develop and maintain eCARE, requiring the use of expert level techniques and expert knowledge of the programming tools available. Ensure that a consistent and quality eCARE technical support service is provided to all users, this may require the identification and resolution of highly complex problems.

Create and agree system specifications with Trust staff when necessary. Manage staff and their workloads on an on-going basis. Guide, instruct and mentor all members of the eCARE Development team.


Job responsibilities


Management

Develop and maintain the eCARE Development strategy and align this to associated Trust and IT strategies.

Ensure all team activity is governed and managed in line with current Trust policies and standard operating procedures.

Prioritise development requests with business system sponsors ensuring that a healthy customer relationship is maintained at all times.


Development

Requires an expert level of knowledge of eCARE and must be fully conversant and have in depth practical development experience using the toolsets available to the eCARE Development team as specified in the eCARE Development strategy.

Design, code, test, build and maintain eCARE. The post holder will build, test, install and maintain functionality on behalf of the Trust using a variety of programming and application development tools.

The post holder will be responsible for all database development work.


Application Support and System Maintenance

Manage the application and system maintenance activities performed by the eCARE Development team to ensure that application availability is maximised, systems are robust, and data integrity is maintained and that systems can be recovered in the event of failure quickly and efficiently.

Ensure that database resources are routinely monitored and managed. This will require the post holder to engage with the IT Technical Services Team on a regular basis to ensure system resilience is maintained.

The post holder will be the Trust’s eCARE Integration Architect (expert) and as such requires a specialist knowledge of current and trending data integration standards. This will include messaging standards as these apply to an Health Organisation which currently includes the Health Level 7 (HL7) standards along with trending data interoperability standards such as Fast Healthcare Interoperability Resource (FHIR).


Qualifications and knowledge

* Masters Degree in IT or an IT related discipline or equivalent knowledge and skills gained from previous employment.
* A track record of managing and directing a successful development team.
* Must have expert level skills in eCARE (Cerner Millennium) configuration.
* Project Management - Prince 2 (experience of managing complex development projects).
* Evidence of continuous personal development.
* Must have experience of managing, mentoring and developing staff.


Experience

* Expert level of experience required in mainstream Cerner Millennium / eCARE development techniques.
* Experience of leading and directing a successful development and configuration team.
* Experience of creating and maintaining an IT Development strategy in line with overall business drivers.
* Excellent understanding of current IT standards, capabilities and developments.
* Ability to identify business opportunities from technological advancements in the IT Development arena.
* Extensive hands on expertise in a broad range of systems acquired through education and work experience and/or theory based learning.
* Extensive experience in managing successful development projects.


Skills

* Excellent analytical and problem solving skills.
* Excellent understanding of Cerner Millennium principles, infrastructure and domain management.
* Plan, organise and manage multiple complex activities so that tasks are effectively prioritised and communicated.
* Excellent standard of written and verbal communication.
* Excellent team building and mentoring skills.
* Commitment to continuous professional development personally and for managed staff.
* Must be able to plan and organise the workload of the entire development team within a dynamic and quickly changing environment.
* Experience of managing budgets.

* Self-motivated and able to work to tight deadlines with a flexible and enthusiastic approach to work.
* Able to form good working relationships with staff in the Trust and partner organisations.
* Willing to develop the skills and knowledge of all managed staff.
* Ability to create and manage a successful team.

* Ability to interpret and communicate complex technical information to both technical and non-technical staff.
* Ability to communicate to both clinical and non-clinical staff at all levels throughout the organization.
