We are seeking a dynamic DBV Programme Officer to lead critical programmes of work, with a particular focus on SEND transformation and the Delivering Better Value in SEND (DBV) initiative. This role will be instrumental in supporting the Councils efforts to reduce high needs spending while ensuring children and young people with SEND receive the right support, at the right time, in the right place.
Working closely with senior leaders, schools, colleges, early years settings, and families, you will apply programme management principles to deliver complex change initiatives across the Children, Families and Schools directorate.
Key Responsibilities:
* Lead complex change and transformation projects across Council services, with a focus on delivering savings, improved service outcomes, and culture change.
* Take a leading role in the delivery of the DfE Delivering Better Value in SEND programme, aligning local activity with national guidance to support financial sustainability and improved SEND outcomes.
* Work collaboratively with Local Area Partnership stakeholders-including schools, colleges, early years settings, health, and the Parent Carer Forum-to support co-produced change.
* Support the governance and reporting functions of major programmes, including the Design Authority and Change Board.
* Provide insightful data and financial analysis to inform decisions around high needs funding, SEND and alternative provision.
* Develop and monitor improvement plans, identifying risks and dependencies, and supporting delivery of programme milestones.
* Champion a project management approach across the service area, using tools such as process mapping, business process re-engineering, and service consultation.
* Act as an internal consultant-delivering complex reports, developing strategies, and supporting Scrutiny and corporate initiatives where required.
What We Are Looking For:
* Proven experience in leading or supporting transformation programmes, ideally within a public sector or educational setting.
* Strong understanding of SEND policy, high needs funding challenges, and cross-sector partnership working.
* Excellent analytical and problem-solving skills, with the ability to present complex data and financial insight to a range of stakeholders.
* Experience of using programme management tools and methodologies to manage change effectively.
* Strong communication and influencing skills to engage senior leaders, professionals, and families.
* A proactive, collaborative, and outcome-focused approach.
