Home Improvement Team

The Home Improvement Team sits within Corporate Core / Public Protection and plays a vital role in improving housing conditions across the borough. The team delivers a wide range of housing initiatives, with a strong focus on Disabled Facilities Grants (DFGs) and other financial assistance that help residents live safely, independently, and with dignity in their own homes. We work closely with residents, contractors, health professionals, and partner agencies to deliver high‑quality, compliant, and value‑for‑money outcomes.


About the Role

We are looking to appoint a Home Improvement Officer to provide a comprehensive technical surveying and project management service. This role has a particular emphasis on disabled adaptations, ensuring homes are safe, accessible, energy‑efficient, and compliant with relevant legislation.

You will manage projects from initial survey and feasibility through to completion, preparing specifications and schedules of work, overseeing contractors on site, and authorising interim and final payments. The role requires translating clinical recommendations from Occupational Therapists into practical, inclusive design solutions, while balancing customer needs, technical requirements, and funding criteria.

Strong knowledge of construction methods, building regulations, health and safety, and housing standards is essential, along with excellent communication skills and the ability to manage multiple projects effectively.


Team Dynamics

You will be part of a specialist and supportive Home Improvement Team, reporting directly to the Senior Home Improvement Officer, with overall accountability to the Unit Manager – Home Improvement and the Head of Public Protection.

The role does not include line management responsibilities, but you will work collaboratively with colleagues across Public Protection, Occupational Therapists, and Housing, as well as external architects, agents, contractors, and landlords. You will also support service development and contribute technical expertise to wider housing initiatives.


Location

The post is based at 3 Knowsley Place, Duke Street, Bury. You will be required to travel within and occasionally outside the borough to carry out property inspections and site visits, in line with service needs.


What We’re Looking For

We are seeking candidates who can demonstrate:

* Experience of surveying residential properties and preparing specifications, drawings, and schedules of work
* A strong understanding of building construction, building regulations, and health & safety
* Experience of managing adaptation or improvement projects, ideally including Disabled Facilities Grants
* The ability to liaise effectively with clients, contractors, architects, and internal teams, and to resolve issues on site
* Good organisational skills, with the ability to manage multiple projects, meet deadlines, and work with minimal supervision
* Excellent customer care and interpersonal skills, with a commitment to inclusive and accessible design

A qualification in construction, building studies, surveying, or a related field (HNC/HND or equivalent) is essential, with professional accreditation (such as RICS or CIAT) desirable. A full driving licence is required. An Enhanced DBS check will also be undertaken.

Normal hours of work are 37 hours per week based around the usual business working week.
