We're looking for a vibrant, organised and motivated Capital Programme Officer to join our Early Years and Childcare Team. This is your chance to be part of something meaningful - delivering capital projects that make a real, tangible difference to children and families across Blaenau Gwent. From supporting major developments to improving and expanding much-loved community childcare spaces, you'll be central to helping us give every child the best possible start in life.
Responsibilities
* As Capital Programme Officer, take the lead on developing, planning, and delivering a range of projects across the Early Years and Childcare landscape.
* Upgrade Flying Start Hubs, expand existing childcare settings, or create new provision in response to local needs – managing projects from start to finish.
* Manage capital funding bids, develop strategic plans, consult with local communities and partners, and work with technical teams, suppliers, and colleagues across the council.
* Produce detailed project schedules, monitor budgets, and report back to Welsh Government.
* Engage with communities and stakeholders, liaise with contractors, and help turn funding bids into functional spaces that support early learning and development.
* Work within an experienced team and contribute your own flair and creativity.

* You may come from capital project delivery, programme management, regeneration, or community development, with experience in managing budgets, timelines, and stakeholder relationships.
* You are a strong communicator, a great collaborator, and proactive in taking the initiative.
* You can balance the bigger picture with attention to detail, from strategic project plans to final tweaks before openings.
* You care about making a difference and are excited to join a team committed to giving every child the best start in life.
