Responsibilities
Lead and develop the preconstruction function (bid strategy, estimating, risk analysis, value engineering)
Own the cost planning, tendering, and bid preparation for MMC / modular / SIP‑panel projects
Collaborate with design, operations, procurement and technical teams to ensure constructability, cost optimisation, and early risk mitigation
Review and sign off on estimates, budgets, and proposals
Maintain and improve estimating frameworks, rates, benchmarks and cost databases
Mentor and manage a small team (estimators, quantity surveyors, design interface)
Input early into client engagement, feasibility, concept development and value engineering sessions
Ensure bid processes are robust, commercial, compliant, and well coordinated
Monitor bid win/loss, capture lessons learned and continuously improve preconstruction performance
