An exciting opportunity has arisen to join a busy and thriving highways team to develop, manage, and ensure the delivery of Section 278 (Highways Act 1980) highway works relating to the "Haweswater Aqueduct Resilience Programme" (HARP).
HARP is a significant initiative undertaken by United Utilities aimed at maintaining drinking water supplies across Cumbria, Lancashire, and Greater Manchester. The works include replacing six tunnel sections along a 110 km route.
A significant section of this work falls within Lancashire and will require extensive heavy construction vehicle movements over a period of eight to ten years. Accommodation works to existing highway infrastructure will be needed to facilitate these vehicle movements. It is also envisaged that the extent of heavy traffic will accelerate highway deterioration, necessitating the need for various routes to be inspected and areas of damage identified for repair. Various highway mitigation works will take place, bringing forward numerous improvement schemes on Lancashires road network.
We are looking for a highly motivated person with significant technical experience in the Section 278 arena to deliver this workload. The role may also suit somebody from a highway design, highway construction, or development control field.
The post holder will represent the Council at a senior level, technically assessing design proposals, undertaking site inspections, supervising works and liaising with key stakeholders such as the legal team, councillors, community members and representatives of United Utilities and their consultants and contractors.
The role will involve attending meetings, undertaking site visits and supervision works. Consequently the successful applicant will be required to hold a valid driving licence. A van will be provided for works use.
The post is a full‑time permanent position (37 hours per week) with an office base at Bamber Bridge, Preston with flexible working available.
