Our client is looking for an experienced Funding and Operations

To provide governance oversight and operational assurance for designated financial assistance schemes, ensuring that funding decisions assigned to this post — including applications recommended for payment — are validated, authorised and compliant with financial regulations, audit standards and statutory requirements.
The post holder also leads the coordination and submission of statutory and government required reporting, producing accurate performance data, monitoring returns and financial submissions essential to demonstrate compliance, secure continued funding, and maintain the integrity of public expenditure.

SUMMARY OF RESPONSIBILITIES AND DUTIES:
1.Provide governance oversight and operational assurance for designated financial assistance schemes, ensuring strong compliance, transparency and alignment with statutory and funding body requirements.
2.Lead the senior review, validation and formal authorisation of complex funding decisions and applications recommended for payment, ensuring financial, audit and policy compliance.
3.Coordinate and produce statutory, government mandated and internal reporting, including monitoring returns, performance datasets and audit ready submissions required to maintain and secure future funding.
4.Identify, manage and escalate strategic risks, including safeguarding concerns, fraud indicators, systemic issues, operational risks and financial irregularities.
5.Provide authoritative advice and briefings to senior officers, Members, governance boards and external partners on scheme performance, operational compliance, funding requirements and emerging risks.
6.Lead service wide improvements, including workflow optimisation, policy implementation, process assurance, digital enhancement and embedding new funding streams or regulatory requirements.
7.Oversee data accuracy, governance and integrity, ensuring case management systems, records and audit trails meet compliance and reporting standards.
8.Represent the service at internal and external boards, providing data led insights, reports and presentations to influence strategic decision making and demonstrate funding compliance.
9.Provide leadership, supervision and professional development for senior staff, ensuring high operational standards, technical competency, and governance alignment across the team.
10.Undertake any other duties commensurate with the level of the role to maintain operational resilience, compliance and service integrity.
SKILLS & ABILITIES
Ability to review, validate and authorise complex funding decisions and recommended payments in accordance with financial regulations, audit standards and governance frameworks.
Strong analytical skills, including the ability to produce and interpret statistical reporting, performance analysis and government required monitoring returns.
Excellent communication and presentation skills, with the ability to deliver clear, data driven reports and briefings to senior officers, Members and external stakeholders.
Proven ability to lead, supervise and develop staff, ensuring consistent high quality operational standards and governance compliance.
Strong organisational skills, able to manage multiple high impact priorities, deadlines and reporting cycles within a governance controlled environment.
Ability to identify, assess and escalate safeguarding, fraud and financial risks, ensuring appropriate action and compliance with statutory processes.
KNOWLEDGE
Understanding of financial assistance schemes, including eligibility, verification processes, payment pathways and associated governance controls.
Detailed knowledge of financial regulations, audit requirements, internal controls and compliance frameworks relevant to publicly funded schemes.
Knowledge of statutory and government reporting obligations, including monitoring returns, performance metrics and financial compliance requirements.
Knowledge of risk management, safeguarding responsibilities and fraud indicators within funding environments.
Understanding of data protection, information governance, digital workflows and audit ready documentation standards.
Awareness of service improvement, workflow design and quality assurance approaches relevant to operational funding services.
EXPERIENCE
Experience authorising or approving funding decisions or financial transactions within a regulated, audit controlled environment.
Experience producing statutory/official monitoring returns, performance reports or detailed statistical datasets for internal and external scrutiny.
Experience presenting complex operational, financial or performance information to senior leaders, governance boards or external partners.
Experience managing teams or senior staff within a financial assistance, assessment, compliance or similar governance driven service.
Experience ensuring compliance with audit standards, financial controls, data quality requirements and documentation accuracy.
Experience managing escalations relating to complex cases, appeals, fraud indicators, safeguarding concerns or financial risk.
QUALIFICATIONS
A relevant qualification at Level 4 or above, or equivalent experience gained through managing funding, compliance, operational governance or similar complex service areas
SPECIAL REQUIREMENTS
Ability to meet strict statutory and government reporting deadlines
Flexibility to support urgent governance or funding critical processes
High professional integrity in managing public funds
