This position is advertised at 37 hours per week. Flexible working is available by agreement with the line manager, but due to the nature of the role, candidates must be prepared to spend the majority of their time on site (Civil Service expectation is 60% presence in office per week).
Responsibilities
* Assist the SSEPO3 in undertaking accident/incident and near miss investigations with a view to identifying root causes and disseminating lessons learnt from such events via Time out for Safety (TOFS) / MySafety Reporting System.
* Assist the SSEPO3 with promoting positive behaviours across the site in support of the Safety Culture Improvement Programme.
* Support accident and incident investigations by assisting Line Managers during the accident/incident reporting process, investigation and implementation of any recommendations.
* Assist the SSEPO3 in maintaining HMNB Devonport's MySafety accident and incident reporting hub on behalf of Navy Command.
* Notification of all accidents and incidents via MySafety.
* Produce and distribute a monthly TOFS document to raise awareness of HS&EP issues across the Devonport Site.
* Collect and review feedback from TOFS.
* Analyse trends and provide statistics for presentation as required.
* Be the Secretary to the MOD SHEF Committee - held twice a year.
* Provide independent and competent HS&EP advice to NBC staff.
* Assist in managing the Executive Committee (ExCo) Visible Leadership Programme.
* Assist SSEPO3 in liaising with Babcock Marine in preparation for joint safety initiatives. Stimulate safety culture by supporting campaigns.
* Maintain HS&EP Legislation/MOD policy database.
* Attend meetings as directed by SSEPO3.
* Fulfil a team-member role for the EPCC/PIR Cell within the NBC NERO arrangements.
Additional Context
The successful candidate will join the Devonport Safety Group (DSG), who provide support related to operational outputs, and activities taking place within HM Naval Base Devonport (HMNB(D)). You will engage with military and civilian staff at all levels on topics of health, safety and environmental protection, especially in a reactive role post accidents and incident management. This will include conducting or assisting with investigations and management of the MySafety Reporting tool. You will assist the SSEPO3 by feeding into and developing the culture programme to produce a suite of site wide events promoting positive attitudes to safe working practices and responsible environmental management.
