Quantity Surveyor – Housing Adaptations Birmingham | Full-Time | £50,000 – £60,000
The Opportunity
Joshua Robert Recruitment is working exclusively with a well-established Birmingham contractor to appoint an experienced Quantity Surveyor to their growing adaptations team. This is a senior commercial role responsible for the full cost management of Disabled Facilities Grant programmes delivered across the city on behalf of Birmingham City Council.
We are looking for a confident, detail-oriented QS who is comfortable managing a live project portfolio and who understands the importance of delivering on time and on budget for some of the city's most vulnerable residents.
About the Organisation
Our client is a trusted contractor working directly on behalf of Birmingham City Council, delivering housing adaptation programmes for elderly and disabled adults across the city. Operating within local authority frameworks, they provide essential home modifications, including stairlifts, level-access bathrooms, structural alterations, and specialist equipment installations, that enable vulnerable residents to live safely and independently in their own homes. The business is experiencing sustained growth and is strengthening its commercial team to support an expanding programme of Council-commissioned works.
The Role
Working closely with Contracts Managers, the Quantity Surveyor will take full commercial ownership of multiple adaptation projects from inception through to final account. Key responsibilities will include:
Full cost planning, estimation, and financial control across a portfolio of live Council-commissioned projects
Preparation, management, and negotiation of contracts, ensuring compliance with Birmingham City Council requirements and relevant regulations
Procurement management with a clear focus on securing best value in line with public sector standards
Budget monitoring, cost reporting, and proactive identification of cost risks and savings opportunities
Management of variations, interim valuations, and final account settlements
Regular site visits to monitor progress, assess risk, and address commercial issues on the ground
Liaison with project managers, contractors, Birmingham City Council representatives, and other key stakeholders
Ensuring full compliance with health, safety, and regulatory requirements throughout the project lifecycle The Candidate
We are seeking an experienced Quantity Surveyor with a strong background in construction contracts and procurement. The following experience and attributes are required:
Essential
A degree or professional qualification in Quantity Surveying, or demonstrable equivalent experience gained in a comparable role
Solid working knowledge of construction contracts, procurement procedures, and relevant legislation
Proven ability to manage cost and commercial functions across multiple concurrent projects
Strong negotiation skills with the confidence to manage contractors and resolve disputes effectively
Excellent analytical and reporting skills with high attention to detail
Clear, professional communication skills — written and verbal — across all levels of stakeholder including local authority clients
A methodical, solutions-focused approach to managing competing priorities Desirable
Experience delivering housing adaptation, Disabled Facilities Grant, or social housing projects
Previous experience working within a Birmingham City Council or wider local authority supply chain
Familiarity with public sector procurement, compliance frameworks, and reporting requirements
Experience working within a social care or supported living environment
MRICS qualified or working towards chartership Remuneration
Salary: £50,000 – £60,000 per annum, dependent on experience
