This is an operational role, with the role holder managing several teams providing support to the Traffic Commissioners (TCs) for GB and the NI Transport Regulator (TR).
The post holder will support the Licensing Manager by managing one of the operational licensing teams within OTC and providing advice and information on operational concerns as well as input on strategy and policy and will be responsible for ensuring targets and objectives are achieved and quality standards maintained.
They will champion quality and standards and have a continuous improvement mindset. They will be the focal points for all operational matters and the traffic commissioners' and NI transport regulator's lead contact for operator licensing issues.
Top Responsibilities
* Day-to-day operational responsibility for several operator licensing teams ensuring provision of a quality operator licensing service to and on behalf of the traffic commissioners or the NI transport regulator to enable them to perform their statutory role.
* Overseeing completion of casework with active management and leadership on casework; ensuring that the correct legislation is applied, and that work is carried out in accordance with the Senior Traffic Commissioner's (STC's) statutory guidance and directions / NI Transport Regulator's Practice Guidance and service level agreement.
* Analysing and providing constructive input on proposals, where applicable, that are put forward by the management team and traffic commissioners / Head of TRU.
* Responsible for the handling of data in accordance with the legislation and ensuring that staff are aware of their responsibilities and legal obligations.
* Ensuring that support provided to traffic commissioners and the Head of TRU is efficient, accurate and effective, and supports them in their statutory role.
* Day-to-day and longer-term planning of team activities and workflows by interpreting management information to be able to direct resources and effort towards ensuring that service standards and operational requirements are achieved.

About you
You will need the following experience:
* Ability to work under pressure, to adhere to and deliver tight deadlines and in an environment of changing priorities.
* Excellent analytical skills with the ability to understand and interpret complex legislation.
* Experience of effectively leading and managing a team with the ability to develop and motivate team members.
* Ability to properly record and interpret statistical data.
