The post holder will be responsible for managing and delivering health services within HMP Bronzefield as part of the Health and Justice Service Line. They will work with the Deputy Director & Health & Justice Service Directors to ensure effective implementation of the strategic direction at the operational level. The role involves leading change management, directing and monitoring the healthcare team, and being responsible for the performance and effectiveness of the service.
Through inspirational leadership, the post holder will develop future plans, standards, and systems for secure settings health services, collaborating with the Local Area NHSE Commissioner Team, PHE, the Prison Governor, and the Prison Leadership Team. They will manage healthcare budgets, ensure services meet commissioned requirements, and oversee contracts with sub-contracted services. Financial management aligned with service, divisional, and trust targets, including Cost Improvements Programmes (CIP), is essential.
The role includes ensuring staffing levels and skill mix meet service needs within financial constraints, investigating complaints, and liaising with service users and carers.
Principal Duties:
1. Lead in planning and developing healthcare within the Female/Male Service Line, working with the Prison Governor and senior management to deliver high-quality healthcare.
2. Develop and monitor service specifications, outcomes, and key performance indicators.
3. Manage healthcare services, ensuring compliance with legislation, national priorities, and Service Frameworks, and take remedial actions as needed.
4. Review and improve subcontracted services and service level agreements.
5. Promote equality and ensure a whole systems approach to healthcare delivery within the prison setting.
6. Participate actively in partnership initiatives.
7. Manage budgets in accordance with financial regulations, ensuring value for money and expenditure adherence.
8. Ensure Clinical Governance is integral to all services, demonstrating continuous improvement to meet prison population needs.
9. Maintain compliance with Healthcare Commission Standards, including infection control standards.
10. Minimize risks to health and safety for staff and prisoners by implementing policies and procedures.
