Job Title: Strategic Lead – Mental Health & Learning Disability (Temporary, Social Care Qualified)

Pay: £24.32 per hour (PAYE) | £30.95 per hour (Umbrella)
Contract: Temporary – 6 months
Hours: 37 per week, 09:00–17:30
Travel: Required as part of the role
Seven Resourcing is recruiting a Strategic Lead to guide Norfolk County Council in the development and delivery of its Learning Disability and Mental Health strategies. This is a high-profile, temporary 6-month assignment offering the chance to provide strategic leadership, drive system-level improvements, and shape services for vulnerable populations.
You will lead strategy development, establish governance frameworks, and oversee commissioning activities that are outcome-focused, cost-effective, and aligned with statutory duties. This role provides significant exposure to senior stakeholders, health partners, and community organisations, with the opportunity to influence services at both operational and strategic levels.
Key Responsibilities
* Lead the development and implementation of Mental Health and Learning Disability strategies
* Provide strategic leadership, professional expertise, and capacity to support statutory duties
* Establish governance arrangements and system-level reporting to improve service delivery
* Deliver commissioning strategies that reduce demand, improve outcomes, and ensure value for money
* Collaborate with internal teams, ICS partners, district councils, community stakeholders, and people with lived experience
* Ensure strategies are evidence-based, co-produced, and aligned with Integrated Care System priorities
* Oversee project management and ensure deliverables are met within agreed timelines
Requirements
* Degree or equivalent in Leadership, Commissioning, Social Work, or relevant allied health specialism
* Experience in Learning Disability and/or Mental Health service delivery or commissioning
* Project management qualification
* Strong strategic, analytical, and stakeholder management skills
* Excellent communication and report-writing abilities
