We are looking for a dynamic and inspiring leader who is highly motivated and driven to facilitate the delivery of the very best patient experience and outcomes to join the well-established operational team within the Medical Division at MWL.
Reporting to the Directorate Manager and Deputy Directorate Manager for Gastroenterology and Endoscopy, the post holder will be responsible for the Endoscopy Booking Teams and the Gastro Admin Teams across the MWL footprint. The Gastroenterology directorate at MWL has the largest and most diverse service portfolio in Cheshire & Merseyside, delivered across four sites, including Endoscopy, Nutrition, Upper GI Oncology, Liver and GI physiology. The department is pioneering new and innovative procedures such as Colon Capsule Endoscopy, Trans nasal Endoscopy and Cytosponge. The expert team includes Consultants, Specialist Doctors, Nurse Endoscopists, Liver, Nutrition & Upper GI Nurse Specialists, Physiologists, ANPs, Management and admin, and Endoscopy booking teams.
Main duties of the job
This is an exciting time to become a leader of this team as the service is expanding in terms of estates and workforce, undergoing transformational change to deliver exceptional care to patients. The post will provide the successful applicant with the opportunity to lead a wide variety of operational issues and performance access targets due to the varied nature of the services. The post holder will support the development and improvement of the Endoscopy Team and Gastro Admin Teams, continuing to strive to provide the very best care and experience to all patients, as well as continually improving the motivation and wellbeing of staff. In an ever changing and demanding NHS landscape, it is essential that the post holder possess a wide range of skills to manage the demands of this challenging role. Successful applicants will need to demonstrate management experience in an operational environment and have a proven track record of leadership qualities which have achieved measurable outcomes in performance, access targets, quality and patient experience. Please note, the role will require travel to all sites including St Helens, Whiston, Southport & Ormskirk Hospitals with the base being St Helens Hospital.

Detailed job description and main responsibilities
KEY DUTIES
* The post holder will provide overall management support to a specific service or staff within services on behalf of the Directorate Manager, Deputy Directorate Manager or Associate Directorate Manager.
* Utilise change management, people management and project management skills to support the implementation of projects across the divisions.
* Support performance and access management to ensure services meet agreed service specifications, waiting times and other targets.
* Cross-site cover between all MWL sites.
* Attend Weekly Endoscopy List Planning meetings across both sites to ensure capacity is fully utilised to meet Access Targets and 2WW targets.
* Analyse performance data to inform service delivery improvements.
* Contribute to service redesign to meet current and future business requirements.
* Ensure services have business continuity plans in place.
* Participate in service reviews to ensure services are fit for purpose.
* Support recruitment and workforce development in line with Directorate needs.
* Line management of Endoscopy Booking Manager, Team Leaders and Endoscopy Booking Clerks.
* Support data collection for Key Performance Indicators within the Division or specialty.
* Provide management support to Nurse Specialist Teams with Directorate Managers.
* Lead on recruitment of Medical, Nursing and Admin Specialist areas when required.
* Collaborate with Clinical, Managerial and Administrative staff to identify capacity and demand risks and propose solutions.
* Monitor activity and access targets with weekly updates/reports.
* Provide up-to-date reassurance data for PTL meetings and highlight potential issues by specialty.
* Support capacity/demand and business planning for the service group.
CLINICAL & PROFESSIONAL RESPONSIBILITIES
Integrated Governance:
* Ensure effective systems for risk, complaints, patient safety, clinical audit and clinical effectiveness.
* Support audits and service reviews and implement actions to improve delivery, outcomes and patient experience.
* Ensure incident reporting and complaints procedures are followed and learned from to inform changes in service delivery.
* Work to continually improve quality within the governance framework.
* Ensure staff are trained and aware of risk reporting requirements and legislative requirements such as RIDDOR and fire safety.
* Work with managers to identify, manage and minimise risks within the Risk Management Framework.
Service Development:
* Contribute to strategies and plans, including the Annual Report for the Division or Service.
* Contribute to Trust-wide strategy and planning processes.
* Support service redesign planning and implementation to meet needs.
* Support transition of new services into the Trust.
* Exercise delegated authority to resolve day-to-day management issues for operational and financial planning.
ADMINISTRATIVE RESPONSIBILITIES
* Manage initial stages of disciplinary processes, development, sickness absence and allocation of staff responsibilities in line with HR policies.
* Motivate and engage teams to achieve objectives and KPIs.
* Maintain communication with commissioners, staff, patients, and stakeholders.
* Support project plans to reach organisational objectives while treating employees in line with best practice.
* Act within HR guidelines, ensuring areas are compliant.
* Maintain effective communication within the directorate and ensure staff understand corporate goals.
TEACHING & TRAINING RESPONSIBILITIES

LINE MANAGEMENT/SUPERVISORY RESPONSIBILITIES
* Line manage Endoscopy Booking Manager, Team Leaders and Endoscopy Booking Clerks to ensure lists are fully utilised and targets met.

* Ensure staff management aligns with Trust HR policies and equality objectives.
* Oversee health roster allocation to optimise booking capacity.
MEDICAL STAFFING
* Oversee medical staffing provision and recruitment within directorates, including locum cover and consultant payments approvals.

* Authorize initial payments and validate Extra Session Payments as required.
* Act as budget signatory for SBS consumables within the Directorate.
* Exercise delegated authority to adjust activity according to policy.
* Promote cost-effective service provision and participate in cost improvement programmes.
