Full Time or Part Time: Full_Time

Description for Candidates:

1. Provide assistance to Project Controls management for in-house and consultant designed projects from the engineering phase through the construction phase to facilitate project delivery. Perform varied technical engineering duties related to the project development program. Coordinate and communicate with elected officials, local government staff and citizens regarding funding and resolution of local transportation project and program related issues. Coordinate public involvement process for county and district-wide projects. Provide technical advice, guidance and training regarding assigned engineering program areas. Prepare analyses, reports, and recommendations based on engineering determinations. Provide engineering support and consultation related to engineering program area. Effectively manage assigned projects to ensure timely and accurate completion. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.

How you will contribute:
2. Analysis and Technical Reporting: Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations.
3. Communication: Establish an effective line of communication between VDOT, contractors, government agencies and the public. Investigate issues and resolve complaints.
4. Constructability and Biddability Coordination: Assist construction staff to coordinate reviews, prepare documentation and compile reports.
5. Contract Administration: Support construction operations to include processing monthly estimates, performing finals, payment of consultant vouchers, Site Manager field support and problem resolution. Provide technical and field guidance to construction staff regarding inspection and contract administration. Assist in the resolution of construction operation issues.
6. District Consultant Program Coordination: Coordinate with construction and district staff determining construction workloads and consultant needs. Plan and develop needs for consultant contracts. Assist in consultant selection process, monitor contractor compliance, and ensure prompt pay and documentation.
7. Engineering Process Management: Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations.
8. Manage Assigned Activities: Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
9. Monitor District CQIP and Dashboard Measures: Review Dashboard and CQIP data. Coordinate with staff to make changes and improve construction quality, safety and environmental compliance. Assist in providing leadership with program summary of business goal achievements related to safety, quality, deadlines and budgets.
10. Project Coordination: Assist in managing construction project activities. Provide technical guidance to construction staff regarding interpretation of plans and specifications and contract compliance. Assist in schedule services to include review of contractor’s baseline and schedule updates, identifying out of sequence activities or change in logic from accepted baseline. Assist with time impact analyses associated with change orders and scope impacts. Coordinate with staff in the preparation and review of NOIs and claims to validate necessity of work.
11. Project Engineering: Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status.
12. Special Assignments: Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups.
13. Teamwork and Customer Service: Demonstrates customer service and work habits that reflect the VDOT Values, and coordinates the flow of information both orally and in writing.

28. Knowledge of VDOT, state, and federal policies and procedures relating to transportation engineering.
29. Knowledge of engineering design and construction principles and practices to include roadway, structures, drainage and environmental.
30. Knowledge of highway construction processes, CPM scheduling, cost estimating, quality assurance and quality control methods, and claims avoidance.
31. Knowledge of project management procedures and principles.
32. Knowledge of state and federal standards and regulations related to highway construction and design.
33. Skill in providing and promoting good customer service to internal and external customers.
34. Skill in the use of CADD for design reviews and constructability issues.
35. Skill in the use of computers and software applications to include MS Office, project management and engineering software programs.

Minimum Qualifications:
36. Demonstrated ability to communicate effectively orally and in writing to include providing technical assistance to others.
37. Experience applying engineering design and construction principles and practices to include roadway, structures, drainage and environmental.
38. Experience interpreting construction plans, contracts, special provisions and specifications.
39. Experience researching, identifying and resolving construction issues, as well as preparing detailed reports on findings.
40. Experience with highway construction processes, CPM scheduling, cost estimating, quality assurance and quality control methods, and claims avoidance.
41. Knowledge of state and federal standards and regulations related to highway construction and design.
42. Progressive experience related to construction issues and quality improvement applications for a range of projects of varying complexity.
43. Skill in the use of CADD for design reviews and constructability issues.
44. Skill in the use of computers and software applications to include spreadsheet, database, and project scheduling programs

Additional Considerations:
45. A combination of training, experience or education in Civil Engineering or related field desired.
46. Ability to provide expert guidance regarding change order language and claims avoidance, as well as provide cost impacts and savings related to construction.
47. Professional Engineering license or Engineer in training certification.
48. Progressive experience related to construction issues and quality improvement applications for a range of projects of varying complexity.
