Directorate Overview

The Strategy Policy and Governance directorate plays at a key role at the heart of the Crown Commercial Service supporting the Chief Executive in establishing CCS’s strategy, managing the CEO office and the executive and non-executive governance of the organisation, leading on key aspects of the relationship between CCS and the Cabinet Office, while also taking responsibility for ensuring the implementation of government commercial policy and effective application of procurement regulations across CCS activities.

Role Summary

This is a key leadership role in the Crown Commercial Service responsible for leading the Commercial Policy and Legal Services Team and for working with senior colleagues across CCS to apply commercial best practice and effectively implement government policy and procurement regulation in relation to over £30bn of public spending.

Key responsibilities

* leading the Commercial Policy and Legal Services Team
* engaging with the Cabinet Office on government commercial policy and reform to the commercial policy and regulatory environment sharing insight from CCS’s practical implementation of policy and regulation
* engaging actively in cross government networks and communities of practice on policy and regulatory issues
* working across CCS’s commercial, procurement and customer teams to improve and simplify CCS commercial documents and processes for buyers and suppliers
* establishing CCS’s contracting policy positions and developing and implementing CCS’s contracting strategy
* facilitating access to expert advice to help shape the design of commercial agreements
* managing the relationship with the Government Legal Department, working closely with them to establish consistent legal positions and assess risk.

Essential criteria (Assessment will be based on applications)

* excellent understanding of public procurement policy and/or commercial or procurement operations in a Public Sector environment
* evidence of the ability to resolve complex issues and take strategic decisions
* senior stakeholder management experience, ideally in a government department
* can demonstrate senior personal impact, negotiation and influencing skills and be an outstanding communicator; who can build and maintain strong relationships
* strong leadership, highly proactive, with a positive, ‘can do’ attitude and the proven ability to lead and motivate a team to deliver
* detailed working knowledge of public procurement regulations

In the event of a high number of strong candidates, desirable will be used as a second sift.

The assignment duration

This role has a minimum assignment duration of 3 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes. The assignment duration also supports your career through building your depth of expertise. As part of accepting this role you will be agreeing to the expected assignment duration set out above. This will not result in a contractual change to your terms and conditions. Please note this is an expectation only, it is not something which is written into your terms and conditions or indeed which the employing organisation or you are bound by. It will depend on your personal circumstances at a particular time and business needs, for example, would not preclude any absence like family friendly leave. It is nonetheless an important expectation, which is why we ask you to confirm you agree to the assignment duration set out above.
