Post No. POSN004990 - Service Improvement Manager - Highways, Fleet & Transport Full time | Fixed term (24 months) Newport City Council is delivering an ambitious and high impact Transformation Programme within its Environment & Sustainability Directorate. This programme is focused on strengthening frontline services, modernising delivery models and ensuring our statutory responsibilities are delivered in a sustainable, efficient and future-ready manner. To support this work, we are seeking two Service Improvement Managers to provide senior level leadership, expertise and additional capacity to drive service transformation. Initially, the roles will focus on Highways and Fleet & Transport, while also contributing to wider transformation activity across the Directorate. The Role As a Service Improvement Manager, you will play a pivotal role in shaping and delivering complex change programmes across Environment & Sustainability services. Working closely with Operational Teams, Service Managers, Heads of Service and Corporate Partners, you will: - Lead and deliver service reviews, diagnostics and improvement activity, identifying clear opportunities to enhance performance, efficiency, quality and customer outcomes. - Drive organisational redesign, service transformation and digital innovation, ensuring services are modern, resilient and compliant with statutory and legislative requirements. - Manage and support multidisciplinary teams and project resources, embedding a culture of continuous improvement, innovation and accountability. - Act as a trusted senior advisor to managers, senior officers, elected members and external stakeholders on service improvement and change programmes. Depending on business need, you may also be required to hold people management responsibilities within services supported as part of transformation activity. About You We are looking for experienced leaders who are able to combine strategic insight with hands on delivery. You will bring: - A strong track record of leading change and service improvement in complex organisational environments. - Proven project and programme management experience, with the ability to deliver outcomes on time and within budget. - Experience of managing people, performance and resources effectively, including supporting teams through periods of change. - Excellent communication and stakeholder engagement skills, with the ability to influence, challenge and advise at senior levels.
