1) Resourcing Attraction and Outreach Advisor

2) Programming and Deployment Advisor

Team/Directorate: The Strategic Judicial Resourcing team sits within the Centre of Expertise. The team is headed by a G7 and covers two main areas: Programming and Deployment (one SEO and one HEO) and Attraction and Outreach (one SEO and one HEO).

Location note: These positions are eligible for hybrid working (current minimum requirement for time spent at base location is 60%, subject to business requirements). Within the 60%, successful candidates will be expected to travel to London (Royal Courts of Justice) at least twice a month, as well as for occasional face-to-face meetings. This position is based at any of the following locations: Royal Courts of Justice, London; Birmingham Civil Justice Centre, B4 6DS.

Overview of organisation: The Judicial Office (JO) reports to the Lady Chief Justice and the Senior President of Tribunals. The JO supports the independence and impartiality of the judiciary and works with HM Courts & Tribunals Service, the Ministry of Justice and others across Government as well as with the legal professions. The Judicial Office is an Arm’s Length Body sponsored by the Ministry of Justice.


The Role and Responsibilities

Both roles will work collaboratively across JO, the Ministry of Justice (MoJ), HMCTS and the Judicial Appointments Commission (JAC) to support delivery of the right judges in the right place at the right time. There is currently no line management attached to either role. There is an expectation that the two roles will work closely together and cover for each other when required.

Programming and Deployment

The Programme and Deployment Manager will be responsible for identifying judicial capacity gaps and proposing the best way to fill them. This includes recruitment through JAC, flexible deployment opportunities and/or Sitting in Retirement. You will build relationships with stakeholders and judges to develop and shape proposals to ensure courts and tribunals are resourced for consideration by the senior judiciary/officials. There is an expectation for inclusive leadership at manager level.

* Work with HMCTS/MoJ/JAC colleagues to deliver the right judges in the right place at the right time as an active member of the Joint Delivery Group.
* Oversee the JAC Recruitment Programme, ensure leadership exercises are sequenced and risks to delivery are flagged to senior managers.
* Draft advice for the senior judiciary and senior officials on resourcing matters, including SCJ assessments for SPJ consideration.
* Monitor emerging trends and their potential impact on recruitment programmes and deployment needs.
* Maintain a log of deployment opportunities and publish regular reports on capacity gaps.
* Collaborate with JO Private Offices and Chamber President Offices to understand future recruitment needs and provide secretariat support for the Judicial Resourcing Group.

Attraction and Outreach

The role involves supporting development and delivery of targeted attraction and outreach activity to raise awareness of judicial opportunities, improve candidate engagement and broaden reach into underrepresented legal professions. You will support the Attraction and Outreach Manager in delivering an outreach programme aligned to judicial recruitment and contribute to capacity planning and flexible deployment. You will also contribute to lead on specific workstreams such as eligibility, understanding candidate pools, and supporting deployment and recruitment activity.

* Deliver a programme of attraction, outreach and engagement activity linked to judicial recruitment and flexible deployment priorities.
* Coordinate and deliver pre-application seminars, liaising with judicial speakers and managing event materials and on-the-day logistics.
* Provide logistical and technical support for online and in-person seminars, including registrations, joining instructions, queries, Q&A, and feedback analysis.
* Lead the Q&A element of seminars and share common themes with policy and delivery teams where appropriate.
* Build relationships with the JO Communications team to promote outreach activity aligned to recruitment campaigns.
* Coordinate the judicial work shadowing scheme and manage end-to-end processes.
* Manage the outreach inbox and support resourcing-related meetings.

For Programming and Deployment: strong analytical skills. For Attraction and Outreach: experience of supporting or delivering events and engagement activity; experience of working with the judiciary. Security clearance: Counter Terrorism Check (CTC).
