Location: Peterborough - up to two days a week in the office
Target Salary £53,303
Hours of work – Full-time (35 hours per week) – Business operating hours are between 8am – 6pm.
Contract Type - 18 months Fixed Term Contract

Role Purpose
The Talent Manager will lead our Talent Acquisition (TA) team, driving a high-quality, efficient, and compliant recruitment process across the organisation. This role requires expertise in all aspects of recruitment, including candidate vetting, stakeholder management, and third-party vendor coordination, as well as proven experience in managing and developing people.
Key responsibilities and accountabilities:
Manage the full recruitment lifecycle from workforce planning and sourcing through to offer and onboarding
Oversee and develop the Talent Acquisition strategy to attract and retain top talent
Ensure that employment law and safer recruitment practices are fully embedded into CITB recruitment processes and practices
Ensure robust candidate vetting and compliance checks are carried out in line with company policies and legal requirements
Co-create Recruitment policies with specialist HR leads
Lead, coach, and manage a team of recruiters to achieve performance targets and deliver excellent candidate and stakeholder experience
Build and maintain effective partnerships with third-party agencies, job boards, and other recruitment providers
Continuously evaluate and improve recruitment processes, ensuring efficiency, compliance, and best practices are embedded
Proactively use data driven decision making to track recruitment metrics (time-to-hire, cost-per-hire, quality-of-hire) and provide regular reporting to the L&D Talent Lead and use these analytics to improve recruitment outcomes
Collaborate cross-functionally with HR Business Partners and business leaders to forecast hiring needs and develop proactive sourcing pipelines
Actively ensure CITB employer branding is promoting CITB culture and values to attract top talent
Knowledge and Experience:
Essential
Proven experience across the full spectrum of recruitment activities, including sourcing, digital screening, and vetting
Strong background in Talent Acquisition management
Robust understanding of the legal framework as it relates to Recruitment
Demonstrated people management experience with the ability to lead and inspire a team
Experience in working with and managing third-party recruitment partners
Solid understanding of recruitment processes, compliance, and industry best practices. Market awareness – understanding industry trends and talent availability to support hiring needs
Excellent communication, stakeholder management, and negotiation skills
Strong Excel and data analysis skills
Proficiency with Applicant Tracking Systems (ATS) and recruitment analytics
Desirables
Experience using Oracle HCM Cloud recruiting module or equivalent cloud based HRIS
Proficiency in leveraging LinkedIn and other job boards for talent sourcing
CIPD Level 5 qualification or equivalent experience
In depth understanding of Safer recruitment practices

Business operating hours are between 08:00 – 18:00
The location of work is Peterborough with the option for a blended working approach as agreed with your Line Manager. We encourage candidates to discuss their expectations on blended working at interview stage.
Flexibility to travel to other CITB locations when required with reasonable notice given. Agreed expected frequency at interview stage.
