The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.
This is an exciting opportunity for a talented candidate with a strong interest in, and experience of, working in project delivery to join the Finance Change Team.
The Finance Change Team supports colleagues across the Finance Directorate, driving a positive employee experience and enabling excellent departmental decision‑making.
Working collaboratively with all areas of the Finance Directorate, the team is responsible for planning, delivering, and evaluating the Elevate 2.0 Finance Change Programme— a five‑year strategic initiative aimed at transforming the culture, capability, and user experience within Finance.
Change is complex and challenging, yet it is a vital area underpinning departmental outcomes.
As the Business Change Manager, you will support the Finance Directorate in delivering positive change. This includes supporting multiple cross‑cutting finance initiatives. Your initial priority will be to support the transition of future years’ financial planning and processes from offline spreadsheets and documentation on to the Metis system. You will also have specific responsibility for leading the Change Programme evaluation.
You will be a core member of the Finance Change Team, working closely with the Programme Manager and another Business Change Manager to ensure the programme delivers within its governance and assurance frameworks.
The Change Team sits within the Transactions, Change and Assurance portfolio and reports to the Home Office Director of Finance, Operations.
Key Responsibilities
* Leadership & Delivery: Lead business change to realise Finance Change Programme benefits. Champion best practice in change management standards, tools, and processes.
* Stakeholder Engagement: Build strong internal and external networks. Manage key stakeholders and act as a focal point for change. Assess cultural and behavioural impacts to support adoption.
* Programme Delivery: Collaborate with the Programme Manager to ensure delivery within governance frameworks. Proactively manage dependencies, risks, and issues, guiding teams through implementation.
* Programme Workstreams: Lead the transition of financial planning processes to Metis. Maintain a detailed understanding of workstreams and liaise with stakeholders to ensure smooth delivery.
* Programme Evaluation: Oversee evaluation of the Finance Change Programme. Prepare updates, reports, and management information for areas of responsibility.
* Compliance: Monitor post‑delivery compliance. Work with teams to identify causes of non‑compliance and develop solutions.
* Knowledge Management, Guidance & Support: Promote best practice in project delivery, sharing tools and templates.
* Communications: Deliver clear, targeted communications aligned with programme objectives. Use varied channels to drive awareness and engagement and refine messaging through feedback.
Working Pattern
Due to the business requirements of this role, it is only available on a full‑time basis. However compressed hours working is available.
Travel
Occasional travel may be required to visit teams in different hubs or to attend Finance awaydays.
