PATH's Primary Health Care program accelerates integrated people-centered primary health care through innovation and partnership. To advance this work, we are currently building a roster of experienced consultants with technical depth in core areas of health systems strengthening and primary health care life-course approaches related to data systems, supply chain strengthening, health financing, health workforce; reproductive, maternal, newborn, child and adolescent health; HIV, TB, STIs, viral hepatitis, and nutrition, NCDs and mental health.
Position Type: Short-term Consultant (Roster)
Location: US/Europe Remote and/or Africa Region and/or Southeast Asia
Languages Required: Fluent English, French and/or Spanish
Scope of work
Selected consultants will be engaged on a project-by-project basis and may support a range of activities, including:
1. Designing or optimizing integrated systems to advance primary health care, including routine data systems and supply chain management systems
2. Designing and implementing rapid health system assessments and evaluations and supporting implementation planning and costed roadmaps
3. Strengthening reproductive, maternal, newborn, child and adolescent health including through different service bundle approaches
4. Strengthening HIV, TB, STI, viral hepatitis testing, prevention and treatment services and systems
5. Strengthening nutrition, NCD and mental health services and systems
6. Providing technical assistance on sustainability planning and related analyses to inform health financing strategies (including strategic purchasing, domestic resource mobilization, and universal health coverage design)
7. Developing modeling strategies to inform health system policy and financing decisions
8. Designing capacity strengthening implementation plans for upskilling the health workforce
9. Supporting governments to integrate AI or advanced analytics into health system decision-making
10. Developing user friendly dashboards to support subnational health system decision making/action
11. Conducting desk research and landscaping analyses
12. Developing technical reports, presentations, and operational frameworks
13. Reviewing and contributing to workplans, reports, technical deliverables, and budgets
14. Providing remote and/or in-country support for technical supervision, and/or data reviews
15. Contributing to documentation of lessons learned, success stories, and best practices
16. Facilitating workshops, including capacity strengthening and skills building
Qualifications
We are seeking candidates who meet all the following core requirements:
17. Demonstrated experience in one or more areas of health systems strengthening and/or PHC life-course health areas
18. Fluency in and professional proficiency in English, French and/or Spanish
19. Strong client-facing communication and facilitation skills
20. Ability to work independently and efficiently in dynamic, multicultural environments
21. Experience working with or advising Ministries of Health
22. Knowledge of primary health care, including integrated systems or service design
23. Specific competencies in one or more of the following health care areas: reproductive, maternal, newborn, child and adolescent health; HIV, TB, STI, viral hepatitis testing, prevention and treatment services and systems; nutrition, NCDs and mental health services and systems
24. Management consulting experience (e.g., strategy, operations, systems design)
25. Experienced in technical writing and effective in communicating key insights and recommendations
26. Prior work with donors such as the Global Fund, Gavi, Gates Foundation, USAID, or WHO
27. Familiarity with AI or machine learning applications in public health, such as predictive analytics
28. Knowledge of digital health tools (e.g., DHIS2, malaria dashboards, AI-supported platforms)
