To ensure that non-residential commissioned services such as home care and supported living deliver safe, effective, and person-centred support to adults in the community. The postholder will work with adult care and commissioning colleagues to enhance the monitoring of provider performance and ensure vulnerable adults receive high-quality care at home whilst contributing to continuous improvement in service quality. The post holder will actively promote the work of the council, internally and externally, on the development and delivery of continuously improving modern and competitive services for the people of Westmorland and Furness. Key Duties and Responsibilities Monitoring & Compliance Undertake regular audits and reviews of home care, supported living support and other non-residential services. Collect, analyse, and report on performance data to inform service delivery and commissioning decisions. Recommend any necessary adjustments utilising audit measures to support evidence-based practice, ensuring the most effective support for personalised outcomes. Quality Assurance Identify areas for improvement and work collaboratively with providers to implement changes. Promote best practice and innovation in home care and supported living delivery. Ensure service users’ voices are heard and reflected in monitoring outcomes. Safeguarding & Risk Management Respond promptly to concerns, complaints, and safeguarding alerts. Escalate risks appropriately. Maintain accurate records in line with data protection and confidentiality requirements. Partnership Working Build effective relationships with providers, service users, families, and partner agencies. Work closely with commissioning and quality team colleagues to support contract management and service development. Contribute to the procedural development of reviewing homecare, supported living and other non-residential services. Who we are looking for… Person Specification Essential Experience in adult social care operations, commissioning, or contract monitoring. Knowledge of safeguarding, quality assurance, and regulatory frameworks. Strong analytical skills with the ability to interpret data and produce clear reports. Excellent communication and negotiation skills. Commitment to equality, diversity, and person-centred care. Ability to plan and prioritise own case work. Good time management/punctuality and ability to work to deadlines. Ability to network effectively. Demonstrable information technology skills/competencies. Ability to identify and challenge inappropriate practice. Desirable Familiarity with local authority commissioning and operational processes. Experience of working with providers to drive service improvement.
