Rotherham Council is seeking a dedicated and enthusiastic Community Infrastructure Delivery Officer. This is a permanent job on a full-time basis of 37 hours per week, with a competitive salary. Join our friendly Planning Policy team at Riverside House, located in the heart of Rotherham, easily accessible by public transport and major motorways (M1 and M18). You will need to come into the office on some days and be able to travel around the borough. You will work on the collection, allocation, spending and monitoring of funds raised via the Community Infrastructure Levy (CIL) and Section 106 contributions (S106) to ensure the effective delivery of infrastructure to support growth. Key responsibilities: · Oversee monitoring, enforcement, and collection of CIL and S106 contributions using the Council’s planning obligations database. · Coordinate with Financial Services to ensure precise recording and management of financial records. · Partner with internal and external teams to ensure S106 obligations are met and maintain accurate records. · Deliver timely and accurate data for statutory statistical returns, including projected CIL and S106 income and expenditure. · Lead the creation of planning policy documents and procedure notes on planning obligations, infrastructure planning, and the Community Infrastructure Levy, working with infrastructure providers to support the Borough’s housing and employment needs. · Lead on Strategic CIL fund allocation and project delivery, consulting with infrastructure providers, other Council services, elected members, and senior management. Qualifications and experience: · Relevant qualifications as per the job profile. · Practical knowledge of legislation and guidance for Town Planning, CIL and S106 legal agreements. · Working knowledge of how data analysis assists implementing CIL and S106 in the Town Planning system. · Knowledge of databases, document management systems, MS Teams and Excel is essential. · Practical experience with Exacom planning obligations software and GIS mapping systems would be an advantage but is not essential as training will be given.
