We offer an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme. Your role will support risk mitigation, issue resolution, and barrier removal to ensure alignment with the business case and value for money.
We seek someone with a proven track record in managing complex financial information, capable of collaborating across teams to drive value for money and influence ongoing investment.
Key Tasks include:
* Understanding the financial and economic basis of the programme’s business case and funding bids.
* Aligning programme deliverables with strategic objectives and owning change control processes.
* Supporting the Programme Manager in ensuring affordability and value for money in work-packages.
* Managing stakeholder queries and delivering regular financial and programme reporting.
* Assisting with investment and funding activities.
* Ensuring adherence to governance and assurance standards.
* Supporting business management through whole life cost allocations.
The Team
You will work in a multidisciplinary team within the Digital, Innovation and Programmes team, responsible for implementing the Digital Strategy. Collaboration with Defra shared services and third-party suppliers will be essential to deliver user-centered digital services that are efficient, simple, and fast.
Experience and Skills Required
Beneficial but not essential experience includes:
* Experience in fast-paced, dynamic programmes.
* Proficiency with Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Expertise in managing complex financial data.
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL.
* Experience with business cases, approvals, and assurance processes within EA and Defra.
* Knowledge of governance around spend control and assurance.
* Ability to engage stakeholders effectively, drive innovation, and contribute to delivery.
