Material Program Manager (MPM)
Grade P3 | Function: Manufacturing | Location: Glenrothes, Fife (Hybrid) | Security Clearance: Baseline BPSS.
About the role
Primarily responsible for managing and overseeing all aspects of the supply chain from a programme perspective. Defines programme material strategy for the Business Area and influences across the business to ensure programmes succeed in bid and execution phases. Acts as the prime internal interface regarding status and performance of the supply chain on programmes, anticipating and fulfilling customer needs in support of current programme and performance and follow‑on business. Provides innovative supply‑chain solutions to facilitate programme cost and schedule performance, performing the role of Control Account Manager and significantly affecting profitability and working‑capital metrics.
Key responsibilities
* Serve as the liaison between Supply Chain, the programme IPT and other primary stakeholders throughout the project lifecycle, with particular focus on coordination during the design and development phases.
* Create, manage and execute material programme strategy (MPS) and the material programme plan (MPP) to ensure programme competitiveness and performance from front‑end of the business through contract closure.
* Provide comprehensive Supply Chain support for Gates 0‑11 activities and ensure IPDP compliance.
* Own the supplier management process: Supplier Risk/Opportunity Management Plan, supplier performance metrics, international issues, MB/MW strategy, the Collaborative Agreement process, etc.
* Communicate customer flow‑through requirements such as DEFCONs, FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.
* Act as Control Account Manager, identifying and securing Supply Chain resources, managing material budget, reporting ETC and EAC, forecasting sales and cash payables.
* Engage with Buyers and Commodity Managers on supplier bid and selection criteria; execute on customer requirements including government regulations, public law and company policies.
* Promote the function’s contributions to corporate objectives, sustainability, responsible procurement and risk mitigation to generate opportunities.
* Produce business cases and briefing materials for management reviews.
Essential qualifications
* Experience in Supply Chain, Subcontract Management, Procurement, Commodity or related field.
* Relevant degree or equivalent (MCIPS/BA/MBA).
* Positive, flexible attitude and ability to lead or perform effectively in a multi‑functional team.
* Excellent verbal and written communication with the ability to brief at mid‑management level.
* Knowledge of import/export legislation and logistical requirements.
* Programme management skills: IPDS, risk management, gating, metrics, SOW development, business finance.
* Experience with proposal and programme governance activities.
* Administration of delivery/acceptance/invoicing of goods and services.
* Experience negotiating low/medium complexity non‑standard agreements.
* Problem solving and dispute resolution at mid‑management level.
* Knowledge of MRP, SAP and purchase order placement/ material receipt processes.
* Experience working with complex international suppliers/programmes.
Desirable qualifications
* Experience managing a medium‑sized team with focus on policy and strategy implementation.
* Experience in developing operational plans that generate processes and standards.
* Experience as Control Account Manager and with Subcontractor Relationship Management.
* Team mate selection and teaming agreements experience.
* Six Sigma process improvement skill set.
