About the role
Hillingdon Council is looking for a Development Management Highway Officer to join our Transport Planning and Development Team.
This is an exciting opportunity to play a key role in shaping development across one of London’s largest and most diverse boroughs. You will provide expert highway and transport advice on planning applications, helping ensure that new developments are safe, sustainable and support the needs of residents, businesses and visitors.
Representing the Highway Authority, you will assess development proposals and provide advice on highway capacity, road safety, parking, accessibility and wider transport impacts. You will work closely with developers, planning colleagues and stakeholders to identify solutions, negotiate improvements and ensure developments contribute positively to the borough.
You will:
* Review and assess planning applications from a highway and transport perspective
* Provide professional advice on development proposals and pre-application enquiries
* Assess transport impacts, technical documents and supporting information
* Negotiate improvements, planning conditions and developer contributions
* Support Section 106 agreements and highway works delivered through Section 278 and Section 38 agreements
* Work collaboratively with developers, internal teams and external partners
* Prepare reports, provide advice to Members and present information at committees where required
* Support transport projects, policy development and wider improvement initiatives
About You
We are looking for someone with a strong understanding of transport planning, development management and the relationship between new developments and the highway network.
You will bring:
* Knowledge and experience of land use planning and transport planning principles
* Understanding of relevant planning policies, legislation and technical guidance
* Experience reviewing technical information and providing professional recommendations
* Strong written and verbal communication skills
* Confidence negotiating with developers and working with a range of stakeholders
* Excellent organisation skills with the ability to manage competing priorities
* A proactive approach and the ability to work independently
Experience with highway agreements, transport assessments or development management processes would be beneficial.
