Overview of the job This is a non‑operational specialist role based within establishments and line managed via the Senior Health Safety and Fire HS&F Advisor within the National Service – Estates, Health, Safety, Litigation and Safety Group HSF&L Team.
Summary
The post manages the day‑to‑day delivery by liaising and coordinating health, safety and fire management in establishments, providing first line guidance and advice, training and support to key stakeholders including the SMT, staff, prisoners, contractors and visitors. It ensures matters are investigated in a timely manner as per guidance. The holder will have access to all work areas, plant and equipment within the establishment and will report to the Senior HS&F Advisor in the HSF&L Delivery Team.
Key Responsibilities
* Administration, management and assurance of all accident, assault, near miss and fire incidents, including investigation, evidence collection and entry into the Sphera system.
* Administration and management of the DSE training and assessment software system; undertaking individual DSE assessments and advising Managers on ergonomic assessments.
* Delivery of health, safety and fire critical training and assessment, including creation of learning plans and peer quality assurance.
* Support for management and monitoring of the risk management model within the HSF&L Governance Strategy, advising senior managers and governors on dangerous conditions.
* Production, review and monitoring of establishment FRA’s, identification of significant risks and management of mitigation actions.
* Management of fire safety arrangements in line with legislation, including fire drills, familiarisation tours, tactical exercises and liaison with the Fire and Rescue Service.
* Support of local functions in health, safety and fire compliance, monitoring immunisations, RIDDOR incidents and first aid assessment.
* Review of projects with senior stakeholders and management, including site visits, pre‑start meetings and provision of technical advice.
* Collaboration with MoJ Estates colleagues on high‑risk audits, tri‑partite meetings and submission of maintenance requests.
* Monitoring adequacy of HSF&L contingency planning and assisting with development and testing of plans.
* Conducting frequent HSF tours to all areas, inspecting compliance and reporting concerns.
* Assisting regional litigation teams with information collation and documentation for legal defence.
* Contributing to PHASE checklists and supporting the SHSFA in producing the HSF&L risk register.
* Ensuring staff and stakeholders receive health, safety and fire induction and are aware of emergency procedures.
* Attendance at establishment morning meetings, reporting concerns and acting on incidents.
* Support in the production of incident, risk and compliance data for HSF&L committee discussions.

Essential Experience
* Good IT skills ensuring that related electronic systems are accurately populated.
* Proficient user of MS Word and MS Excel.
* Basic training and presentation skills.

Technical Requirements
* Minimum of NEBOSH General Certificate or equivalent.
* HMPPS Fire Risk Assessment qualification.
* RPE Training Qualification, to be completed immediately on appointment.

* Ability to deal effectively and assertively with staff at all levels.
* Ability to work to tight deadlines and prioritise workload in line with demand.
Working Arrangements & Further Information
Hybrid working arrangements are available where business need allows. This flexible working blends working from a base location, other MoJ sites or from home, provided the role can be carried out in the UK. Arrangements will be discussed and agreed with the successful candidate and subject to regular review.
Bank, Public and Privilege Holidays
Eligible for 9 days (66 hours 36 minutes) in recognition of bank, public and privilege holidays. These hours are added to the annual leave allowance. Some public and bank holidays may be required to be worked subject to the shift pattern and operational needs of the establishment.
