Job Description
MAIN PURPOSE
The Finance Manager, working with the Ursuline Delegate, will take responsibility for the finances of the Ursuline community in England. The Manager will work with the Operations Manager and the Ursuline Delegate to ensure that the charity is administered correctly. The post holder will work to foster the mission by overseeing the common property and possessions of the Ursuline sisters in accordance with their ethos and constitutions.
Fundamental to fulfilling the responsibilities of this post is the ability to respond flexibly, positively and successfully to unfolding needs. This senior position will offer the successful applicant the opportunity to take a leadership role and to navigate the charity through a period of change and development.
CONSULTING WITH: The Operations Manager, The Trustees, External Agencies including Insurance, Charity Commission, Care Home Managers, The Ursuline Generalate in Rome, Bank officials and Investment Managers.
OVERVIEW
The Finance Manager is responsible for:
* ensuring the accuracy and integrity of the accounting records and financial systems
* overseeing the day-to-day activities of the Ursuline accounts, maintaining financial ledgers and a range of accounting processes
Accounts and Finance
All the duties related to SAGE payroll including HMRC, Pensions, Auto-enrolment and associated payments, the creation and payment of invoices and the monthly accounts of the charity.
Form and monitor the order’s purchasing policy in areas such as equipment, utilities etc.
Consult with the finance departments of the Care Home and relevant local authorities.
Prepare and monitor the budgets for all cost centres.
Have an overall appreciation of the requirements of Charity Statement of Recommended practice for Charity Accounts (SORP)
Ensure that sound financial controls exist in all the accounts.
Prepare the accounts for audit and consult with the auditors.
Financial reporting to the Ursuline Generalate in Rome and the Charity Commission.
Support and advise the Ursuline sisters with their accounts.
Contact utility or telephone companies to resolve any issues which have arisen in the houses.
Reconcile all bank and SAGE accounts.
Prepare financial documents for the Trustees and attend the bi-annual meetings.
Provide guidance to the Trustees on financial matters, particularly budgets, internal controls and ensure that financial strategies are achieved.
Resolve credit and debit cards issues.
Keep accurate accounts for the Care Home and Local Authority fees.
Source additional funding for Care needs.
Legal
Have an appreciation of the charity’s Trust Deed and of how charities are governed in England and Wales.
Understand the Ursuline order’s rules and regulations which differ from those under civil law.
Have a general awareness of the laws and regulations affecting the Ursulines and their apostolic works.
Have a general awareness of the Charity Commission’s Rules and Regulations
Property
Working with the Operations Manager have responsibility for property maintenance, including consulting with the Ursuline’s legal and property advisers if required.
Supervise the refurbishment of properties ensuring that three quotations are sought when major works are undertaken.
Banking
Monitor the order’s banking arrangements and consult with the bank and credit card officials. Review and update the Ursuline sister’s financial forecast.
Investments
Monitor the levels of resources that are invested and anticipate any changes in those levels.
Monitor and update, as required, the investment policy.
Supervise the investment portfolio and consult with the investment advisers and fund managers.
Insurance
Have overall responsibility for property, motor, public liability, employer’s liability and all risks insurance.
Consult with the insurance advisers and attend all relevant meetings.
Other
Monitor the risk management procedures for all aspects of finance.
Monitor and update, when necessary, the Trustees’ reserves policy.
Assist with the longer-term strategic planning.
Report the death of a sister to pensions agencies.
Professional Development
Attend relevant seminars for ongoing professional development.
Attend safeguarding training.
Nature and scope
This role may involve participation in Ursuline events and opportunities to attend meetings away from the main office.
Attention to detail is essential to this post. Accuracy of data input whether financial or personal information is of paramount importance.
The post holder must follow strict confidentiality and Data Protection guidelines as the nature of the information handled can be personally, financially and commercially sensitive.
