Job Details: Job Reference: HCC623678 Salary Range: £48,948 - £54,423 per annum Work Location: Elizabeth Il Court, Winchester (Hybrid Working) Hours per week: 37 Contract Type: Temporary until 31 March 2028 Closing Date: 19 April 2026 Join us as a Global Commissioning Officer and help design and shape services for families and individuals resettling across Hampshire. The Role: In this pivotal role, you’ll drive delivery of the Afghan Resettlement Programme (ARP) programmes which offers vulnerable people safe and legal pathways to rebuild their lives. Your work will directly influence outcomes for families arriving from global crisis zones, ensuring support is effective, evidence based, and aligned with national and local priorities. You’ll be part of a dynamic Strategic Commissioning team passionate about improving outcomes for Hampshire’s communities. We work collaboratively across public services, voluntary organisations and national partners, shaping responsive, high quality support systems that enable people not just to resettle but to thrive. What you’ll do: Strategic Commissioning & Programme Delivery Interpret and respond to evolving national policy, shaping local priorities in a fast moving global context. Including changes to eligibility, entitlements and legislative frameworks affecting ARP and other safe route schemes. Provide specialist expertise and insight across teams, ensuring effective and timely delivery. Oversee performance, compliance and funding milestones, ensuring programmes run smoothly and efficiently.in line with Home Office obligations. Contracting, Partnerships & Innovation Build strong, solution focused relationships with external national and regional providers and cross council partners. Ensure contracts are responsive, financially viable and capable of meeting changing programme demands. Co design new initiatives that enhance integration, access to services and long term outcomes for resettled communities. Insights, Planning & Evidence Use research and data to inform strategic direction, forecasting and future commissioning decisions. Engage with regional and national networks to ensure Hampshire’s approach is collaborative, informed and forward thinking. Funding & Financial Stewardship Lead the full lifecycle of government grant funding across multiple schemes and claims processes, ensuring robust governance and well‑judged use of resources. Manage budgets, forecasting and financial reporting with precision and confidence providing clear, transparent insight to support strategic delivery. Provide well evidenced recommendations for funding allocations and programme investment enabling value‑driven, proportionate and sustainable decisions. What we’re looking for: We are looking for someone with previous commissioning and/or contract management experience. This will include management and delivery of successful projects, budget/financial management and business planning. You need excellent interpersonal written and oral communication skills with the ability to work collaboratively with multiple partners and organisations.
