Location:
Totnes-based (initially office-based for training, then hybrid – 3 days in the office and up to 2 days working from home)

Are you an experienced
Capital Accountant
looking for your next challenge in local government finance? We're seeking a skilled and motivated accounting professional to play a key role in managing and reporting on capital programmes, budgets, and financial systems for a local authority.
You will provide a complete financial service to designated Committees and Services, ensuring accurate and compliant financial reporting, supporting budget holders, and maintaining excellence in corporate financial systems.
Key Responsibilities
* Lead on
capital accounting
, maintaining the capital programme, leasing, and financing arrangements
* Prepare and assist with the
control and monitoring of budgets
, ensuring accurate management reporting
* Produce
final accounts
in line with the CIPFA Code of Practice and liaise with external auditors
* Support and develop the
Accounting Technician
, providing guidance and oversight
* Manage and enhance
financial systems
, including integration and reporting accuracy
* Provide
financial advice and management information
to senior managers and Committees
* Complete statutory
returns, claims, and reports
as required
* Promote value for money and support continuous improvement in financial processes
About You
* AAT qualified
(or equivalent), with at least two years' post-qualification experience in a finance or accountancy environment
* Strong understanding of
capital accounting
and
budget management
* Experience preparing
final accounts
in line with CIPFA or similar standards
* Excellent analytical and IT skills, particularly in Excel and financial systems
* Able to communicate complex financial information clearly to non-financial colleagues
* Highly organised, accurate, and able to work to deadlines
* Experience within
local government finance
is desirable but not essential
