This role requires significant experience engaging directly with Telecommunication Operators, law enforcement, and intelligence agencies, including managing sensitive operational relationships. The successful candidate will have an in-depth understanding of the Investigatory Powers Act 2016, its operational implications, and the regulatory environment governing communications data. Proven experience in stakeholder engagement, delivery management, or telecommunications operations (5–10 years) is essential, along with a strong record of cross-sector collaboration in national security or public safety programmes.
Operating in a high-sensitivity, multi-stakeholder environment, the Engagement Lead will manage complex TO workstreams, drive continuous improvement, and deliver objectives in line with legal, regulatory, and operational requirements.
Scope and Objectives
* Build and sustain collaborative relationships with TOs to support operational and legislative needs. Oversee strategic delivery of TO-related programmes and projects, ensuring alignment with business objectives and compliance obligations. Lead engagement on new and emerging capabilities across the telecommunications landscape. Ensure secure, compliant, and effective delivery of operational data access mechanisms. Drive continuous improvement, innovation, and efficiency across TO engagements and technical delivery.
Essential Skills and Experience
* Proven subject matter expertise in communications data. Deep knowledge of telecommunication operator environments and their operational processes. Thorough understanding of the Investigatory Powers Act 2016 and its application to telecommunications and investigatory capabilities. Demonstrated experience managing relationships with law enforcement and UK intelligence agencies, including handling sensitive capabilities. Proven ability to work collaboratively in multi-disciplinary teams across organisational and national boundaries to deliver complex technical and business outcomes. Strong technical programme and project management expertise. Experience producing accurate and timely management information and reporting to inform stakeholders and senior leadership.
