The job holder will be responsible for a range of activities within the Learning, Skills and Employment function. Staffing numbers will vary depending on the size of the establishment and the nature of work undertaken. The job holder will be implementing national policies to suit local needs within the function and will contribute to revisions of local policies and procedures.
The job holder will ensure that the establishment regime meets the needs of offenders and contributes to reducing the risk of re-offending. The function provides a strategic focus on learning, skills, and qualifications across all activities, emphasizing employability, education, and training on release. The job supports both Offenders’ Learning and Skills Service (OLASS) and non-OLASS learning.
This is a non-operational job with line management responsibilities.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This flexible, non-contractual arrangement blends working from your base location, different MoJ sites, and/or from home. Please note that this role can only be worked in the UK and not overseas. Some roles may not be suitable for Hybrid Working. Arrangements will be discussed and agreed with the successful candidate(s) and are subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed upon after pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. These changes will apply to new staff joining MoJ who are not already in the Civil Service. Staff transferring from other civil service employers will transfer onto the relevant MoJ terms based on their current employment status. Further details will be provided if an offer is made.
Standard full-time working hours are 37 hours per week, excluding unpaid breaks. HMPPS welcomes part-time, flexible, and job-sharing working patterns where they meet the role's demands and business needs. All applications for flexible working will be considered according to the HMPPS Flexible Working policy.
If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years, subject to approval from your Business Unit.
- The holiday year runs from 1 March. Leave entitlement may be expressed in hours or days, based on your work pattern, and will be calculated on a pro-rata basis. You will be advised of your entitlement upon appointment. If previously calculated in days, this will continue to be the case.
Bank, Public and Privilege Holidays
- You are entitled to 9 days (66 hours 36 minutes) in recognition of bank, public, and privilege holidays. These hours are added to your annual leave. Some public and bank holidays may require work depending on your shift pattern and operational needs.

Training
HMPPS offers various training and development opportunities, including courses on Equality and Diversity, Dealing with Challenging Behaviour, Suicide Prevention, and Anti-Bullying. There are also promotion programmes and mandatory security and diversity training. All new staff undergo an induction, and external candidates are subject to 6 months probation; internal candidates may also be subject to probation if not already completed.

Civil Service Nationality Rules
This role is open to UK nationals, Irish nationals, Commonwealth citizens with work rights, EU/EEA/Swiss nationals and their family members with settled or pre-settled status under EUSS, individuals with certain leave statuses, and Turkish nationals or their family members with work rights in the Civil Service. A reserve list may be maintained for up to 12 months for further appointments.
