The Civil Nuclear Constabulary (CNC) is the UK’s armed police force dedicated to protecting nuclear material and facilities. We are seeking an experienced commercial professional to lead complex, high-risk procurements and deliver robust commercial strategies across the Operations category.
The Civil Nuclear Constabulary (CNC) is seeking a Commercial Officer to support and manage procurement and contract activity, ensuring value for money and compliance with legislation.
About the Role:
You will support end-to-end procurement, provide commercial advice, manage suppliers, and help improve commercial policies and contract performance.
The Commercial Officer will be responsible for overseeing and managing the lifecycle of procurements and contracts within CNC, ensuring compliance with legal and regulatory requirements, and achieving value for money.
Skills and Experience:
- Degree (2:2+) in Supply Chain, Commercial Operations, Business or similar, or equivalent experience/qualification.
- Working towards MCIPS or interest in studying
- Understanding of public sector procurement and Cabinet Office rules
- Supplier management experience
- Strong analytical, communication and interpersonal skills
- Financial understanding including budgeting and cost control
- Experience in contract negotiation and knowledge of procurement legislation
Working Arrangements:
Hybrid working (60%/40%). Role based at Culham until relocation to Harwell in Autumn 2026.

Some of the responsibilities of the role include:
5. Delivery of a Procurement service to stakeholders. This will deal with the procurement and contractual arrangements, including the management of the Procurement Lifecycle process so that it complies with EU legislation and organisational rules for procurement activity.
6. Contract management and key relationship management with stakeholders & suppliers. Support the monitoring of supplier’s performance indicators · Ensuring compliance to procurement regulations and Cabinet Office spending controls.
7. Maintain appropriate processes and procedures for CNC Commercial.
8. Management, end-to-end, of tenders to ensure compliance with due process. This will include scoping requirements, production of evaluation schemes, evaluating tender returns and award of contracts.
9. Provide advice in managing contracts and framework agreements, including ensuring performance through monitoring, reviewing and benchmarking the suppliers.
10. Monitor CNC spending on low value, high volume items, as well as high value contracts.
11. To support an effective and professional procurement service that delivers both quality and Value for Money (VfM) outcomes.
12. Research and identify potential areas of supply for new contracts and framework agreements. Negotiate with suppliers and award agreements subject to approval by the Senior Commercial Leads and Commercial Specialists.
13. Provide professional support and advice to project teams and CNC staff on a range of contractual and service level agreements and where appropriate take the lead on those issues.
14. Contribute to the evolution of the Constabulary’s commercial terms and conditions, policies and working practices.

To be successful in the role you will need to display the following experience and skills:
15. Degree Qualification with a minimum 2:2 in a subject with a clear link to Supply Chain/Commercial Operations or Business.
16. Actively studying towards Membership of the Chartered Institute of Procurement (MCIPS) Professional Qualification or a keen interest in studying.
17. An understanding of commercial terms, conditions, procurement legislation, and relevant regulations.
18. Ability to understand and deal with procurement issues relevant to the Public Sector and Cabinet Office initiatives.
19. Ability to work unsupervised with self-motivation and to balance competing work pressures with credibility and competence.
20. Understanding of developing successful procurement strategies providing professional guidance to stakeholders.
21. Analytical Skills: Proficient in analysing terms, financial data, and performance metrics to make informed decisions.
22. Attention to Detail: Meticulous in reviewing documents to ensure accuracy and compliance.
23. Communication Skills: Excellent verbal and written communication skills to clearly convey information and expectations.
24. Clear demonstration of Procurement skills in both meeting customer needs and managing supplier relationships
