Planning System Supervisor and Gazetteer Custodian
Contract: 14 hours per week (Permanent)
Salary: £37,404 - £40,872 pro rata / £20.50 - £22.40 per hour (including Distant Islands Allowance)
Location: Orkney, with ability to travel between work locations as required

Responsibilities
* Share duties for the Planning System Supervisor and Gazetteer Custodian to deliver technical requirements of the Council’s planning database, property and street naming, and Corporate Address Gazetteer duties, plus other technical support.
* Provide first line systems administration support for database, ePlanning, document management systems and geographical datasets; resolve technical issues and liaise with software providers regarding maintenance and upgrades.
* Act as local custodian of the Local Land Property Gazetteer for the Corporate Address Gazetteer, ensuring compliance with One Scotland Gazetteer obligations; manage links between the Corporate Address Gazetteer and other datasets; manage street naming and numbering functions.
* Provide technical support to the Development Management function, including monitoring approved developments and submitted documentation related to proposed and ongoing development, and the assessment and determination of notifications and applications.
* Manage Development Management processes within appeals and local reviews; produce performance statistics for submission to the Scottish Government.
Qualifications and experience
* Knowledge of IT systems with experience in database and/or gazetteer management; ability to read and interpret plans; knowledge of building and development issues.
* Strong analytical and problem-solving skills; ability to deliver high-quality work to tight deadlines.
* Desirable: experience of Development Management procedures, Geographical Information Systems, understanding of the ePlanning service, planning-related environment experience, and knowledge of street naming and numbering.
* Educational/qualification requirement: SCQF level 8/9 (e.g., SVQ4, HND, General Degree, Higher Apprenticeship, Technical Apprenticeship in IT/Administration/Planning/Geography) or a minimum of 5 years of relevant experience.
* Ability to travel efficiently between work locations within Orkney to meet operational requirements.
